Detail:
It has been the nature and fundamental concept that the Internet is a universal endpoint identification through protocol addressing since the 1980s. ICANN via a contract to incorporate the Public Technical Identifiers (PTI) taking responsible for the operation on coordinating the Internet's unique identifiers and maintaining the trust of the community to provide these services in an unbiased. At ICANN, the global public interest (GPI) is tied to its mission and is a fundamental spirit of primary governance on the Domain Name System (DNS). With the global increasing of Internet usage and coming up issues, whether we have been experiencing that would be probably leading us away from the fundamental concept of the Internet or not. This session we would like to ask: "What is the Nature of Internet?" and "How to fulfill global public interest by means of the fundamental nature of the Internet?" let's go back to the origin of Internet while we are moving forward to the next era of Internet.

The certificate structure mirrors the way in which Internet number resources are distributed. RPKI can be used by the legitimate holders of the resources to control the operation of Internet routing protocols to prevent route hijacking and other attacks.

This workshop will focus on the architecture, standards, and implementations of RPKI via current structure of allocation and management from RIR, NIR and ISPs. Cyber security incidents occur not only in organizations' systems but also in vendor products in forms of security holes - vulnerabilities. Vulnerability information is reported, coordinated, and disclosed publicly by the stakeholders such as researchers, vendor PSIRTs, and coordinators with the process called Coordinated Vulnerability Disclosure (CVD). In this session, the importance and the processes of CVD, JPCERT/CC's CVD activities and CVE - vulnerability identifiers used in CVD and for information distribution - will be explained.

The evolution of the application layer on the Internet never stops. It seems that Web 2.0 has taken control of our social life, and now Web3, the new iteration of WWW based on blockchain technology, catches greater attention for the next generation. From the classic, technical Internet community's point of view, everything about Web3 seems to be simply marketing jargon, or the new gold-digging hype for the opportunists. However, there are believers of Web3 -- from the DNS / IP community, and to those who are actively building the blockchain-based protocols and products. Some are already proven to be successful among global consumers.

However, the world is always diverse on developing new technologies with multi-dimensions and creative outcomes. Based on the fundamental nature of Internet, whether it is a dilemma in front of us or a way we must go through?

The session invites renowned Web3 experts and entrepreneurs, and they will share insights on Web3 related topics such as Blockchain Domains, DeFi, and NFTs in relations to the hot term "Metaverse." Panelists will be addressing the governance models of decentralized autonomous organization and ICANN multi-stakeholder model, revealing the overall market dynamics in the past 18 months, and the impact on Internet user at-large.

The Generic Name Support Organization (GNSO) Council has voted to approve the New Generic Top-Level Domain (gTLD) Subsequent Procedures Policy Development Process Final Report. The ICANN Board will go further to evaluate the impact of implementing the Final Report Outputs and has organized a work on Operational Design Phase (ODP) to assess the potential risks, anticipated costs, resource requirements, timelines, dependencies, interaction with the Global Public Interest Framework that is currently being piloted, and other matters related to implementation of the Outputs included in the Final Report. Thus, when to open and what to impact for the Next Round of New gTLD on current ccTLDs and gTLDs of the global community after Round 1 of New gTLD application?

Detail:
Based on the ICANN's mission, the ICANN cannot require suspension for domain names in relations to such as disinformation, hate speech, or a host of content that could be illegal intelligent property in infringement to copyright in different Jurisdictions. This important issue is generally recognized as outside of the ICANN. However, the fundamental distinction between generic and country-code Top Level Domains in terms of relations with, respectively, ICANN and national laws or authorities, leads to very different approaches and constraints. This session will explore these issues between jurisdictions from different perspectives based on viewpoints of stakeholders to further discuss a practical approach to mitigate the issues that the Community has been struggling for a long time.
Plenary 5: TWIGF
"RFC 1591" and the "Principles and Guideline for the Delegation and Administration of ccTLDs" — Status, Challenge and Development

  • Akinori Maemura, General Manager, Internet Development Department, JPNIC and ICANN Board Member
Detail:
RFC 1591 -
"provides some information on the structure of the names in the Domain Name System (DNS), specifically the top-level domain names; and on the administration of domains. The Internet Assigned Numbers Authority (IANA) is the overall authority for the IP Addresses, the Domain Names, and many other parameters, used in the Internet. The day-to-day responsibility for the assignment of IP Addresses, Autonomous System Numbers, and most top and second level Domain Names are handled by the Internet Registry (IR) and regional registries" by Jon Postel since 1994. And,

"PRINCIPLES AND GUIDELINES FOR THE DELEGATION AND ADMINISTRATION OF COUNTRY CODE TOP LEVEL DOMAINS" by the Governmental Advisory Committee -

"The purpose of this document is to set out a general framework of principles and guidelines for the relationship between national governments, the Registry of the country code associated with that country, and the Internet Corporation for Assigned Names and Numbers (ICANN). However, the situation varies significantly between countries. This framework is intended to help establish, not constrain or dictate, the development of the three-way relationship. Governments, country code Top Level Domain (ccTLD) Registries and ICANN share the responsibility for ensuring a Domain Name System that is stable, secure, open, and easily accessible" which developed by 5 April 2005.

After 1994 or 2005, TLD Names went through extension of TLDs, and new gTLD project, there are more than 1200 gTLDs, and 308 ccTLDs and 5 RIRs (RIPE/NCC, APNIC, ARIN, LACNIC, AfriNIC) today. In this panel, we like to invite four panelists to share their views about the status and challenges of two documents and future development as well.

The outcomes are fruitful and that has helped the global Internet community introducing the youth into the ecosystem of the Internet on participating and involving the practical governance discussion and facilitate them a successful career in the Internet industry.

At this session, we invited current active roles from college, industry, ICANN and school on Internet governance in the Asia Pacific region, exploring the future development of the youth in our AP region from past, present and future. We will focus on how we could introduce more the youth at large to join and what we should help them to global Internet ecosystem of "One World, One Internet" implementing the Internet is for everyone.

Upcoming Events of the School and Forum on Internet Governance for the Youth:
  • EuroSSIG : The next European Summer School on Internet Governance (EuroSSIG) will take place on 17-23 July 2022. Application will be possible here until 31 May 2022.

  • TWSIG : The Taiwan School on Internet Governance (TWSIG), a platform aiming to encourage the local community’s discussion on public policy issues of Internet Governance including Internet technologies, digital economy, social impact, and cyber security, founded and supported by Taiwan Network Information Center (TWNIC).

  • Asia Pacific yIGF was first initiated by NetMission.Asia since 2010. It is organized and facilitated by NetMission ambassadors in conjunction with the Asia Pacific Regional Internet Governance Forum (APrIGF) annually, to raise awareness and build the capacity for youth to join the Internet governance discussions. Based on the mandate of IGF to bring people together from various stakeholder groups as equals, YIGF provides an open platform for the young generation to express and interchange their ideas and own thoughts on internet governance freely. This year, yIGF will be held as a 2-day meeting with a hybrid format and co-locate physically along with APrIGF 2022 in Singapore. Participants will be engaged in discussing hot issues related to Internet governance with other young talents from the region and experienced speakers from the IG community. More information about past youth IGF could be found here.
