The Internet Corporation for Assigned Names and Numbers (ICANN) is a global non-governmental and non-profit organization responsible for ensuring the stable and secure operation of the Internet’s system of unique identifiers domain names, IP addresses and root server, taking responsibility for coordinating the Unique Identifiers and securing stable interoperation of the global networks.
Taiwan Network Information Center (TWNIC), as one of the key players within the global Internet ecosystem, hopes to establish an open forum focusing on domain names and IP related issues and trends. With the same mission and core values, ICANN and TWNIC aim to establish a discussion platform with a diversity of viewpoints from both Asia Pacific region and Taiwan to further explore the policy, technology and interoperation with stakeholders on the internet.
The 39th TWNIC IP Open Policy Meeting (OPM) is as a parallel meeting with ICANN APAC-TWNIC Engagement Forum 2023. The IP OPM will provide great opportunities to the participants for the communication on the network technology research and industry development. It also brings together the opinions of various ISPs in Taiwan to provide relevant IP policies and management mechanisms.

第39屆TWNIC IP政策資源管理會議希望促進網際網路相關產業發展為目標之會議,提供各界有關網路技術研究、產業發展之溝通交流平台,彙集臺灣地區各ISP業者之意見提供相關IP政策及管理機制。

Code of Conduct of the ICANN APAC-TWNIC Engagement Forum

Expected Behavior

It is expected that participants behave properly and positively at all times: showing respect and courtesy to others wherever possible, and ensuring a safe and inclusive environment.
We hope that all attendees feel welcome and comfortable to participate fully, therefore we are committed to providing an environment free of the following unacceptable behaviors:

  • Discrimination, whether based on a person's race, ethnicity, culture, national origin, social or economic class, educational level, sex, sexual orientation, gender identity and expression, age, size, family status, political belief, religion, or mental or physical ability.
  • Misbehavior including disturbance to others or to event proceedings, misuse of property, trespass, theft or other antisocial acts.


  • Unacceptable behavior by any participants, including those with decision-making authority, will not be tolerated. Anyone asked to stop unacceptable behavior is expected to comply immediately.
  • If a participant engages in unacceptable behavior, we may take any action deemed appropriate, including temporary ban or permanent expulsion from the event without warning.
  • If you are subject to or witness unacceptable behavior, or have any other concerns, please notify our staff as soon as possible.

  • 因國籍、種族、文化、社會或經濟階級、教育程度、性別、性傾向、性別認同與外表、年齡、身形、家庭狀態、政治傾向、宗教或身心障礙而有的歧視行為。
  • 打擾與會者或會議議程,破壞場地設施、隨意闖入非公共區域及竊盜等之不良行為。


  • 與會者做出其他與會者無法接受之行為在接到停止要求時須立即停止。
  • 會議工作人員將會採取適當行動確保會議順利進行,包含在未警告的狀況下暫時或永久禁止做出不適當行為的與會者參與會議。
  • 如果您遭受或目擊無法接受的行為或有其他擔憂時,請立刻通知我們的工作人員。

活動聲明 Event Notice

The organizer reserves the right to modify and change the speakers and agenda of the Forum without prior notice. In case of force majeure or other considerations based on public safety or health, the organizer also reserves the right to postpone or cancel this forum at any time.

This Forum is an international meeting via a hybrid model. However, the organizer has been closely monitoring Covid-19 in Taiwan. Ensuring physical participants safe, organizer will adopt necessary measures in compliance with public safety announced by the authority and to be posted on Forum's website.
