Audrey Tang

Minister of Digital Affairs

Audrey Tang is Taiwan's digital minister in charge of moda (Ministry of Digital Affairs). Audrey is known for revitalizing the computer languages Perl and Haskell, as well as building the online spreadsheet system EtherCalc in collaboration with Dan Bricklin. In the public sector, Audrey served on Taiwan national development council's open data committee and the 12-year basic education curriculum committee; and led the country's first e-Rulemaking project. In the private sector, Audrey worked as a consultant with Apple on computational linguistics, with Oxford University Press on crowd lexicography, and with Socialtext on social interaction design. In the social sector, Audrey actively contributes to g0v ("gov zero"), a vibrant community focusing on creating tools for the civil society, with the call to "fork the government."

Jia-Rong Low

Vice President, Stakeholder Engagement and Managing Director, APAC, ICANN

Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.

Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore's Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region's governments such as Thailand, Myanmar, and the Philippines.

Jia-Rong holds a Diploma in International Trade Law from WTO in Geneva, Switzerland. He graduated with a Bachelor of Communications Studies at Singapore's Nanyang Technological University.

Paul Wilson

Director General, APNIC

Paul Wilson has twenty years’ involvement with the Internet, including over ten years’ experience as the Director General of APNIC. As part of this current role, he represents the activities and interests of the Asia Pacific Internet community in local and global forums related to the development and management of the Internet.

Previously the Chief Executive Officer of Pegasus Networks, the first private ISP established in Australia, Paul also acted as a consultant to the United Nations and other international agencies. As a primary consultant on Internet projects, including the PAN Program with the International Development Research Centre (IDRC), Paul helped to introduce Internet services for the first time in several developing economies.

Paul is a highly respected member of the global Internet community and participates in the following organizations: APIA, APNG, ISIF, NRO, ISOC and dotAsia.

Josh Kallmer

Head of Global Public Policy and Government Relations, Zoom Video Communications, Inc.

Josh Kallmer is Head of Global Public Policy and Government Relations for Zoom Video Communications, Inc. (Zoom).  In this capacity, he oversees the development and execution of Zoom’s global public policy and government relations strategy and serves as the company’s chief representative before governments around the world.

From 2015 to 2020, Josh was Executive Vice President of Policy for the Information Technology Industry Council (ITI), a business association of more than 70 of the world’s most innovative companies.  Before joining ITI, Josh was counsel in the International Trade and International Dispute Resolution groups of Crowell & Moring LLP, where he helped major multinational companies overcome regulatory and market access barriers, enforce their rights in foreign markets, and otherwise mitigate the policy and geopolitical risks they faced when operating overseas.  From 2007 to 2012, Josh served as Deputy Assistant U.S. Trade Representative for Investment, where he was responsible for developing and implementing U.S. international investment policy and negotiating with foreign governments to secure greater market access and better treatment for U.S. companies abroad.  From 1999 to 2004, Josh was an associate in the Washington, D.C. office of Hogan & Hartson LLP, where he practiced in the areas of international litigation and arbitration and international trade.

Josh is a life member of the Council on Foreign Relations and speaks and writes frequently on global economic and technology policy issues.  He graduated with honors from Stanford University and received his law degree, cum laude, from Georgetown University.

Yazid Akanho

Technical Engagement Senior Specialist, MEA Internet Corporation for Assigned Names and Numbers (ICANN)

Yazid AKANHO is the Technical Engagement Senior Specialist for Middle East and Africa (MEA) at ICANN org. His main role is to support ICANN org’s technical engagement efforts in the region (trainings, promote DNS standards and best practices, promote research).

Yazid’s professional career started at Benin Telecoms, the national telecom operator, where he worked in data transmission engineering and contributed to the design of FTTx and 4G LTE network projects, before joining MTN Benin where he held several roles including technical lead on several projects.

As a previous ICANN community member, Yazid has been an active Internet evangelist at various forums such as the Benin DNS Forum, fellow researcher at AFRINIC, Universal Acceptance Steering Group, ISOC Benin, AFRALO, Non-commercial Users Constituency (NCUC), and Non-commercial Stakeholder Group (NCSG) where he has contributed to several initiatives across these groups. Yazid has also served as vice-president of ISOC Benin Chapter.

Nicolás Antoniello

Regional Technical Engagement Manager

As Technical Engagement Manager for LAC region, Nicolas joined ICANN in March 2020, based in Montevideo office, Uruguay. Nicolas will work in coordination with other regional engagement functions at ICANN and lead the execution of the technical engagement strategy.

Nicolas is an engineer graduated from the "University of the Republic", Montevideo, Uruguay, in the field of telecommunications, electronics and energy systems. He also studied Engineering at the Complutense University of Madrid, Spain, and Internet Governance at Diplo Foundation, among others.

In previous years he has worked as Advisor to the Minister of the Government of Uruguay in charge of the National Telecommunications Policy. He worked for the national telecommunications company (ANTEL), from Engineer in the Network Operations Center to Advisor to the CEO and the President of the Company.

For more than 14 years he was a professor at the School of Engineering of the ORT University and at the Institute of Electrical Engineering of the University of the Republic in Montevideo, Uruguay. He has been Moderator of the LACNIC Public Policy Forum for more than 6 years; technical instructor in regional events for many years (DNS, IPv6 and BGP among others). He is also a founding member of LACNOG (Group of Network Operators of Latin America and the Caribbean).

Nenden Sekar Arum

SAFEnet head of freedom of expression division

Nenden S. Arum is a researcher and analyst focused on digital product management and user experience research. She was a journalist covering business and economic issues and data analyst in Jakarta-based data and media company. Together with Southeast Asia Freedom of Expression Network (SAFEnet), she actively fights for digital rights by promoting freedom of expression online and advocating for online gender-based violence victims. She also took part in the Journalist Safety Committee (Komite Keselamatan Jurnalis) consisting of the various press and legal aid institutions to end the violence and repression against journalists. To develop her interest in journalism, she is now involved in organizing the data journalist community with Indonesian Data Journalism Network (IDJN).

Joy Chan

Deputy CEO, TWNIC

Joy Chan is the Deputy CEO at Taiwan Network and Information Center (TWNIC), her responsibility includes heading TWCERT/CC. Prior to this post, Joy was the Deputy Director General at CyberTrust Technology Institute of Institute For Information Industry (III), she has researched in IoT end point security and device identity. She was the PI for National Cyber Security Flagship project.

Joy had leading the research and development work for Yahoo! Products and services, she also spearheads innovation programs, Joy was the Head of Service Engineering for APAC and CTO for Yahoo! at Taiwan, where she was responsible for the service resilience and scalable system operations.

Joy is an experienced executive with extensive service experience with many large firms in the U.S. including IBM and Dow Jones. Her expertise lies in both software development and systems operation. Joy has prior worked at the National Center for High Performance and was also appointed to be at the National Science Council to review and allocate the science and technology budget for central government research organizations.

Nicole T.I. Chan

An attorney at law and Industrial Consultant, Vice Chairperson of Digital Transformation Association, Board director of Industrial Technology Research Institute, as well as many distinguished positions in the areas of law and technology.

She is a frequent panelist and moderator and conferences around the world. Previous roles have included Chairperson of National Communications Commission, Taiwan, Director of Nankang Software Incubator, Director General of Science & Technology Law Institute (STLI), Institute for Information Industry (III). Her areas of expertise include Intellectual Property Law, Telecommunication Regulations and Policy, Internet Jurisdiction and Policy, Internet Governance, Cybersecurity Governance, ICT and Creative Industry…, etc.

She received an EMBA degree from National Chengchi University, an LL.M degree in Intellectual Property from the University of London and an LL.B degree from National Taiwan University.

KU-CHIEH CHEN

Cyber Security Lab, Panasonic

KU-CHIEH CHEN is the Head of Panasonic Cyber Security Lab, managing laboratory operations and planning product security projects. Previously, he worked as a senior security engineer at Gorilla Technology Group, where he had involved in cyber security incident response and cyber threat defense with Criminal Investigation Bureau(CIB) and city government. His responsibilities also included research and development in honeynet, malware sandbox, network inventory, intrusion detection, and blockchain tracking. Before this, he was a software team leader and engineer at the National Chung-Shan Institute of Science & Technology(NCSIST). KU-CHIEH CHEN managed software development teams and was in charge of the cyber war projects for the Ministry of Defense.

Edmon Chung

CEO, DotAsia Organisation

Edmon Chung is a social innovator and entrepreneur. Edmon currently serves as the CEO of DotAsia Organisation, serves on the Board of ICANN, the Executive Committee of Internet Society Hong Kong (ISOC HK), the Board of Make a Difference (MaD) Institute, and heads the secretariat for the Asia Pacific Regional Internet Governance Forum (APrIGF). Edmon served also on the founding board of the Internet Governance Forum Support Association (IGFSA), continue to support its secretariat, cofounded the annual Hong Kong Kids International Film Festival (KIFF.Asia), and participates extensively on Internet governance and social innovation matters.

Edmon is an inventor of patents of internationalized domain names (IDN) and email addresses technologies, and has served on many global IDN related technical and policy groups, that made possible the introduction of multilingual domain names and email addresses on the Internet. Edmon won the Most Innovative Award in the Chinese Canadian Entrepreneurship Award in 2001. In 2000, Edmon was selected by The Globe and Mail as one of the Young Canadian Leaders. Between 2006 and 2010, Edmon served on the ICANN GNSO Council, between 2010 and 2012 on the ICANN At-Large Advisory Committee (ALAC), and between 2006 and 2011, as an elected member of the Elections Committee of the Hong Kong Special Administrative Region in the Information Technology Subsector.

Pavel Farhan

Representative, APRALO

Pavel Farhan works as a Program Officer at the Internet Education and Research Lab (intERLab) at the Asian Institute of Technology (AIT), Thailand. He has been strongly involved in the Internet Governance community since APNIC48 in 2019, of which he was a conference fellow. Since then, he has received several other exemplary fellowships to attend APAN49, NextGen@ICANN68, APNIC52, APIGA 2021, inSIG 2021, ICANN73, and ICANN75.

A member of the At-Large community, Pavel is eager to make valuable contributions to ICANN through the Asia-Pacific Regional At-Large Organization (APRALO). His passion for ICT for development (ICT4D) drives him to strive for equal access to the Internet for minority groups. He actively promotes an inclusive Internet and emphasizes the importance of youth participation in the multistakeholder process. 

Pavel holds a master’s degree (M.Eng) in the field of Information and Communication Technologies (ICT), from AIT. He is also a NetMission Ambassador, NetMission Advisory Board member, Digital Grassroots Ambassador, and Y4IG outreach member.

Arnaud Franquinet

CEO, Gandi

Arnaud is the CEO of Gandi following the companies acquisition by Total Web Hosting to form the Your.Online group. For 6 years in the company, he is in charge of strategy, business development including B2B activities, Gandi Corporate Services and Gandi Reseller. He is involved in Internet governance at ICANN level in various working groups and with European registries such as .UK (Nominet), .BE and many others. He has also been on the board of directors at AFNIC (.FR) for 3 years.

Arnaud has acquired a solid knowledge of DNS and the domain name industry and regularly advises members of C-suites of large groups or representatives of public entities on the need to deploy monitoring and protection policies within their organizations.

With more than 30 years of professional experience in various environments, private and public, including 15 years in strategy and management consulting and two years as the founder of a start-up, Arnaud has acquired a solid knowledge of organizations and how they operate, perform business development as well as digital transformation of organizations and the lever it represents - the subject of a book he wrote.Arnaud is a graduate of Sciences Po in Paris and holds a degree in quantitative economics from Paris-Sorbonne.

Jamie Gillespie

Internet Security Specialist, APNIC

Jamie Gillespie is an Internet Security Specialist at APNIC, providing security training, outreach, and development of Computer Security Incident Response Teams (CSIRTs), network operators, and Law Enforcement Agencies (LEAs) across 56 economies in the Asia Pacific region. This directly supports APNIC’s vision of “A global, open, stable, and secure Internet”.

When not travelling or delivering training, Jamie works across all internal teams to secure APNIC’s people, processes, and technology using administrative, technical, and physical controls.

With over 24 years of IT experience, 20 of those dedicated to Information Security, Jamie started his IT career at the backbone Internet provider UUNET Canada before holding a range of information security roles at AusCERT, Google, and Macquarie Cloud Services. Jamie is a Certified Information Systems Security Professional (CISSP) and Information Systems Security Architecture Professional (ISSAP).

Jamie is an international presenter on an extensive range of topics including incident response, technical, physical, and management security, and has been interviewed for television, radio, internet, and print media.

Associate Professor CSIE of NTU

Dr. Hsu-Chun Hsiao is an Associate Professor in Computer Science and Information Engineering and the Graduate Institute of Networking and Multimedia at National Taiwan University. She completed her B.S. and M.S. at National Taiwan University in 2006 and 2008, respectively, and her Ph.D. at Carnegie Mellon University in 2014. Her research focuses on building practical security solutions with theoretical underpinnings. She is a recipient of several awards, including K. T. Li Young Researcher Award by IICM and ACM Taipei/Taiwan Chapter, Young Scholar Fellowship and Ta-You Wu Memorial Award from Taiwan Ministry of Science and Technology, IEEE S&P Test-of-Time Award, and PETS Best Artifact Award.

Kenny Huang

Chairman and CEO, TWNIC

Dr. Kenny Huang is currently chairing a working group to recommend a policy for the (de-) selection of Internationalized Domain Names (IDN) country code top-level domains (ccTLD), commonly termed ccPDP4. He is also co-chair of the Chinese Generation Panel.

Dr. Huang’s interests at ICANN are varied. Besides IDN, he is also keen on topics like Domain Name System Security Extensions (DNSSEC), Internet governance, policy development, and stakeholder engagement. He actively participates in the Asia Pacific Internet Governance Academy (APIGA) to encourage youth participation. He is also the co-organizer for the ICANN APAC-TWNIC Engagement Forum.

A leading figure amongst the Internet communities in Asia, Dr. Huang has taken up roles in many Internet technology and policy organizations including Executive Council of Asia Pacific Network Information Center (APNIC), Addressing Supporting Organization (ASO) Address Council, Chairman and Chief Executive Officer of TWNIC, to name a few.

Wei-Ting Hung

CSIE Undergraduate Student, National Yang Ming Chiao Tung University

Wei-Ting Hung is an undergraduate student at National Yang Ming Chiao Tung University in Taiwan, majoring in Computer Science. He is currently an exchange student at Osaka University. Wei-Ting has participated in APrIGF 2022 and APNIC 54 under the sponsorship of NII, Taiwan and NCC, Taiwan. He was also an Asia Pacific yIGF 2022 Fellow during APrIGF 2022. Wei-Ting is passionate about issues relating to technology, law, policy-making, and social justice. He plans to pursue a master's degree focusing on Information Technology and Law in the near future to gain expertise from different disciplines to tackle the complex challenges we face in this fast-changing era.

Yi-Feng Huang

General Counsel of ICT Industry Policy & Law Center, TCA

Huang Yi-Feng has been actively involved in information industry policy and legal promotion work for a long time. Since 2005, he has served as the Legal Director of the Taipei Computer Association. Since 2013, he has been the CEO of iWIN, an organization dedicated to Internet content protection. Together with a group of passionate young partners, he is committed to establishing a systematic Internet governance mechanism for child and adolescent online safety in Taiwan. He promotes self-regulation among domestic and foreign Internet platform operators and establishes an exemplary framework for protecting harmful content that affects physical and mental health.

Geoff Huston

Chief Scientist, APNIC

Geoff Huston AM is the Chief Scientist at APNIC, where he undertakes research on topics associated with Internet infrastructure, IP technologies and address distribution policies. From 1995 to 2005 Geoff was the Chief Internet Scientist at Telstra, where he provided a leading role in the construction and further development of Telstra's Internet service offerings, both in Australia and as part of Telstra's global operations. Prior to Telstra, Mr Huston worked for the Australian National University, where he lead the initial construction of the Internet in Australia in the late 1980s as the Technical Manager of the Australian Academic and Research Network.

He is the author of a number of books on IP technology and has authored numerous papers and columns. He was a member of the Internet Architecture Board from 1999 until 2005 and served as its Executive Director from 2001 to 2005. He is an active member of the Internet Engineering Task Force, where he currently chairs two Working Groups. He served on the Board of Trustees of the Internet Society from 1992 until 2001, and served a term as Chair of the Board in 1999. He has served on the Board of the Public Internet Registry and also on the Executive Council of APNIC. He chaired the Internet Engineering and Planning Group from 1992 until 2005. In 2020, Geoff was made a member in the general division of the Order of Australia (AM) for his role as a pioneer of the Internet in Australia.

Ching-Heng Ku

Dr. Ching-Heng Ku received Ph.D. degree in the Department of Computer and Information Science at National Chiao Tung University, Taiwan in 1999. He had worked as associate research scientist in the department of system and networking at National Center for High-performance Computing (NCHC) of Taiwan on 2000-2004. He has been working for Taiwan Network Information Center (TWNIC) since 2004. He also has participated APNIC meeting since 2000 and had ever been the chair of the NIR Hostmaster workshop and the co-chair of Policy SIG, NIR SIG, and DB SIG at APNIC meeting. He had ever taken in charge of the Secretariat of Asia Pacific IPv6 Task Force, and hold the Asia Pacific IPv6 summit and Asia Pacific IPv6 Task Force meeting, as well as supports organizing IPv6 Readiness Measurement BoF and IPv6 Deployment session in APNIC Conferences. He is now the director of IP department of TWNIC and take in charge of the IP Policy research and Number Resources Services at the TWNIC. He also took in charge of the project of IPv6 and RPKI deployment and promotion in Taiwan. He was the deputy director of the operation division in Internet Protocol Upgrade and Promotion Office of National Information and Communications Initiative Committee, Executive Yuan, Taiwan. He also joined the IPv6 upgrade and promotion program of MOTC and chaired the Advanced and complete IPv6 ecosystem promotion plan of NCC in Taiwan.

Valerie Heng

Accounts Senior Manager, Global Domains and Strategy, ICANN

Valerie Heng joined ICANN in 2014 and is based in Singapore. She serves the Internet community as Accounts Senior Manager (Global Domains and Strategy), acting as the ICANN organization's primary point of contact with Asia Pacific gTLD registries and registrars. Valerie advocates for contracted parties within ICANN, representing their needs to other teams across the organization. She assists ICANN contracted parties in better understanding policies and procedures by providing education and consultation.

Taiji Kimura

Thomas Kuiper

Thomas Kuiper is originally from Germany and is the founder and General manager of Gandi's Asia business unit in Taipei. Since its launch in Asia, Gandi (www.gandi.net) added Chinese and Japanese support to its website and has supported the developer community in the region.

Before he started Gandi in Asia he was a project manager at MiTAC International Corp. (神達電腦股份有限公司) for mobile medical devices. When he first came to Taiwan 13 years ago, he worked in the Hsinchu Science Park on embedded systems such as DSL routers.

George Kuo

George Kuo is responsible for managing strategic partnerships across the Asia Pacific, from the initial agreement through all stages of ensuring the partnership is of mutual benefit and successfully implemented, nurtured and maintained.

As the service quality champion, George will also be responsible for leading the way in which APNIC gathers, reports and acts upon all customer feedback across the organization.

Alban Kwan

Head of Corporate Development and Strategic Alliances, APAC, CSC

Alban Kwan is the APAC head of Corporate Development and Strategic Alliances for CSC. He has been with CSC’s Digital Brand Services unit and affiliated companies since 2009, and is responsible for key strategic initiatives across the region. Alban has developed a deep understanding of online brand protection, digital assets management, and cyber-security, specifically for the Asia-Pacific region, and he advises top global and local companies. Alban frequently engages with local policy makers and is often invited to speak at conferences, where he shares his invaluable insight on brand protection, security, and local policies affecting businesses.

Ken Lee

Ken Lee is a Security Consultant at Amazon Web Services, providing professional security governance, risk management, and compliance consulting for the cloud.

Before joining AWS, Ken served as manager and product security officer at Synology, managing the Bug Bounty Program and Security Incident Response Team to respond to all security incidents within the company.

Ken was also a general organizer of the HITCON Pacific 2021 event and contributed his knowledge regarding the Product Security and CVE Program to local communities for years.

Grace Lee

Grace Lee is currently a Principal Engineer in the National Center for High-Performance Computing, Taiwan. She received the Master degree in Institute of Communication Engineering from National Tsing Hua University, Hsinchu, Taiwan. She is a co-Principal Investigator (PI) for the “Forward-looking Infrastructure Development Program (Establishment and Provision of services for the Public IX project)”.

Her current research interests include network performance measurement, network design and network security.

Edward Lewis

Senior Technologist, Office of the CTO, ICANN

Edward is a Senior Technologist in the Office of the CTO. Prior to joining ICANN he worked 11 years inside Internet registries of many types - gTLD, ccTLD, sTLD and RIR. He worked for a DNS Hosting company. He co-chaired the original IETF WG that developed EPP. He developed some of the first DNSSEC codebases under the original DARPA contract in the 1990's. Before that, he worked building research networks attached to the NASA Science Internet (one of the three original backbones) and taught Networking courses at the University of Maryland - Baltimore County.

May-Ann Lim

Director, Fair Tech Institute, Access Partnership

May-Ann is the Director of the Fair Tech Institute at technology consultancy firm Access Partnership, and is concurrently the Emeritus Director of the Asia Cloud Computing Association (ACCA). She has worked extensively on technology policy development, including next gen data governance policies, digital economy, ICTs for development, cloud and data centre policy, data protection and cybersecurity. She has worked with global multilaterals such as APEC, ASEAN, PECC, INTERPOL, UNIDIR, FELEBAN, and the ACCA on thought leadership development, government outreach and stakeholder engagement efforts. A strong advocate for digital inclusion and sustainability, May-Ann volunteers as a young professionals mentor with Advisory Singapore, and is Chairman of the Board (2023-2024) for nonprofit organisation Engineering Good, which focuses on assistive technology and digital inclusion of the underprivileged and disabled.

Fan-Chieh Lin

Assistant Director, Network Technology Group, Chunghwa Telecom Co., Ltd.

As a member of HiNet DNS team, Fan-Chieh Lin has participated in the development, the operation, the anti-DDoS protection of 168.95.1.1, which is a million-QPS-scale DNS resolver system in Taiwan. Being in charge of designing and implementing HiNet DNS Hosting services and undertaking DNS projects of XXIX Summer Universiade, national elections etc. brings him experiences in planning, maintaining and monitoring authoritative name servers. He's also enthusiastic about organizing and sharing his understanding of DNS issues, looking forward to future interactions with you.

David Liu

Akinori Maemura

Chief Policy Officer, JPNIC

MAEMURA Akinori (SURNAME Given name, 前村 昌紀) is Chief Policy Officer of JPNIC – Japan Network Information Center, a not-for-profit Internet promotion body and National Internet Registry for Japan.

Maemura has more than 25 years of career and experience in the Internet technical operations and coordination. He started the Internet career at NEC Corporation, Japan, to launch its ISP business, which is now known as BIGLOBE, as a network engineer in 1994. After that he got involved in the Internet Coordination among ISPs and associations, as the commercial Internet is emerging in Japan, including the establishment of JANOG, the Network Operators’ Group of Japan, and IP address management at JPNIC – Japan Network Information Center. Then his involvement expanded to the region when he was first elected to the Executive Council of APNIC, Asia Pacific Network Information Centre, one of five Regional Internet Registries which administer the Internet number space for respective regions in 2000. He served as an EC member for 16 years, especially as the Chair of it for 13 years until February 2016. After that, he was elected to the Board of Directors of ICANN – Internet Corporation for Assigned Names and Numbers as an appointee of its ASO, Address Supporting Organization. He served as an ICANN Board Member for two terms, six years until 2022.

As the Chief Policy Officer of JPNIC, Maemura presides JPNIC’s consideration, coordination and communication of the Internet Policies as well as its external and international relations.

He also serves as a Board Director at JPCERT Coordination Center, the national computer incident response team in Japan, and as a Board Director of DotAsia Organisation, the registry for .asia TLD and an Internet Promotion Body.

Tom Meng

Researcher, Net-Chinese Co., Ltd

Tom Meng is a researcher at Net-Chinese and NETalent, and he has been with the company since 2017. His work entails Internet policy research, ICANN relations, partner relations, statistical and trend analysis. Hong-Fu’s first ICANN Meeting was ICANN 60 Abu Dhabi, and he has proactively participated in every ICANN Meeting ever since. Charles Mok

Charles is a Visiting Scholar at the Global Digital Policy Incubator of the Cyber Policy Center at Stanford University, and a member of the Board of Trustees of the Internet Society. He is also currently a board member of the International Centre for Trade Transparency and Monitoring. Charles served as an elected member of the Legislative Council in the Hong Kong Special Administrative Region, representing the Information Technology functional constituency, for two terms from 2012 to 2020. After leaving the legislature, he founded Tech for Good Asia, a regional initiative in Asia bringing together businesses and civil societies to harness the positive powers of digital technologies. As an entrepreneur, Charles co-founded HKNet in 1994, one of the earliest Internet service providers in Hong Kong, which was acquired by NTT Communications in 2000. He was the founding chair of the Internet Society Hong Kong, honorary president and former president of the Hong Kong Information Technology Federation, former chair of the Hong Kong Internet Service Providers Association, and former chair of the Asian, Australiasian and Pacific Islands Regional At-Large Organization (APRALO) of ICANN. Charles began his tech career with Digital Equipment Corporation, and then Sun Microsystems, Inc. in the U.S. He holds a BS in Computer and Electrical Engineering and an MS in Electrical Engineering from Purdue University.

Since putting up her Data Privacy practice, Cecilia has been helping top Philippine corporations in putting up their privacy management programs. Most recently, she served as Assistant Corporate Secretary and Legal Counsel to the Philippines' oldest and best-performing insurance company. From 2013 to 2017, Cecille was part of the digital transformation team of one of the biggest companies in the country.

Since 2012, Cecille has been engaged in advancing the freedoms guaranteed under the Bill of Rights in cyberspace. She was a founding member of Democracy.Net.PH, the group that drafted the Magna Carta for Philippine Internet Freedom. The bill was adopted and filed in the Senate by no less than Sen. Miriam Defensor-Santiago. Her digital rights advocacy has taken her from the halls of Congress to international forums. Cecille spoke at the 2015 Internet Governance Forum (IGF) in Brazil on digital rights. In 2016, Cecille was part of the delegation of the American Bar Association - Rule of Law Initiative to the 2016 IGF in Mexico. Most recently, Cecille was part of the 2018 Citizen Lab Summer Institute on Monitoring Internet Openness and Rights, a series of intensive research workshops hosted annually at the Munk School of Global Affairs, University of Toronto.

Yien-Chyn Tan

Yien Chyn is currently a Stakeholder Engagement Manager at ICANN. She engages with the community in the Asia Pacific (APAC) region and facilitates their participation in ICANN’s multistakeholder Internet governance discussions.

Yien Chyn joined ICANN in May 2016. Prior to her current role, she was with ICANN’s Contractual Compliance Team.

Henry Tsai

Dr. Henry Tsai is currently the Division-Chief Judge at the Labor Court, Taiwan Shilin District Court. Before being the Division-Chief Judge, he has been a judge at Taiwan Intellectual Property and several District Courts over 20 years. During his time as a judge, he adjudicated different kinds of general Criminal and Civil cases, including IP Cases, and also drafted many famous judgments.

Division-Chief Judge Tsai holds Master of Laws in Public Law from Soochow University in Taiwan and LL.M with honors from the University of Illinois, Chicago School of Law (previously known as John Marshall Law School) in the U.S. He obtained his J.S.D degree from the National Yang Ming Chiao Tung University, School of Law in Taiwan.

Division-Chief Judge Tsai has comprehensive interests in many legal fields and one of his expertise is in Internet Governance. His research J.S.D dissertation is entitled: "The Internet Governance on Domain Name Legal System and Its Operation". He also wrote lots of articles in periodicals and newspapers. One article related to Internet Governance is "The Trademark/ Domain Name Protection War: A Comparative study of the U.S., UDRP and Taiwanese Law" which was published in the John Marshall Review of Intellectual Property Law (winter 2012), and cited by periodical, book and paper in different regions.

Division-Chief Judge Tsai now is also invited to teach “Copyright Law” at the National Yang Ming Chiao Tung University, School of Law as an adjunct professor.

Ken-Ying Tseng

Takayuki Uchiyama

Kuo-Wei Wu

Mr. Kuo-Wei Wu has a technical, management and policy experience in Internet. In regard to Internet-related management, Mr. Wu was the deputy director of NCHC, where he was responsible for TANET backbone operation to serve all the universities, research institutions in Taiwan. He is the co-founder of Asia Pacific Supercomputer Center Consortium (HPC Asia) to lead the experience sharing over all the Asia Pacific Supercomputer Centers.

He started Internet-related works since he worked for Cray Research, Inc., and a vice-president of Yam Digital, Inc. When he was a vice-president of Acer, he led the Internet service business for Acer (2000-2004). He actively involved in ICANN activities (GAC, ALS, ccNSO, ASO) since 1999 until now. He also actively participated UN/WSIS, and UN/IGF.

Mr. Wu holds a mathematics BSc degree from Tunghai University, a MSc degree in Mathematics from University of Cincinnati, and MSc degree in Computer Science from Columbia University.
