Audrey Tang

Minister of Digital Affairs

Audrey Tang is Taiwan's digital minister in charge of moda (Ministry of Digital Affairs). Audrey is known for revitalizing the computer languages Perl and Haskell, as well as building the online spreadsheet system EtherCalc in collaboration with Dan Bricklin. In the public sector, Audrey served on Taiwan national development council's open data committee and the 12-year basic education curriculum committee; and led the country's first e-Rulemaking project. In the private sector, Audrey worked as a consultant with Apple on computational linguistics, with Oxford University Press on crowd lexicography, and with Socialtext on social interaction design. In the social sector, Audrey actively contributes to g0v ("gov zero"), a vibrant community focusing on creating tools for the civil society, with the call to "fork the government."

Kenny Huang

TWNIC Board Chair and APNIC EC Chair

Dr. Kenny Huang is currently chairing a working group to recommend a policy for the (de-) selection of Internationalized Domain Names (IDN) country code top-level domains (ccTLD), commonly termed ccPDP4. He is also co-chair of the Chinese Generation Panel.

Dr. Huang’s interests at ICANN are varied. Besides IDN, he is also keen on topics like Domain Name System Security Extensions (DNSSEC), Internet governance, policy development, and stakeholder engagement. He actively participates in the Asia Pacific Internet Governance Academy (APIGA) to encourage youth participation. He is also the co-organizer for the ICANN APAC-TWNIC Engagement Forum.

A leading figure amongst the Internet communities in Asia, Dr. Huang has taken up roles in many Internet technology and policy organizations including Executive Council of Asia Pacific Network Information Center (APNIC), Addressing Supporting Organization (ASO) Address Council, Chairman and Chief Executive Officer of TWNIC, to name a few.

Jia-Rong Low

Vice President, Stakeholder Engagement and Managing Director, APAC, ICANN

Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.

Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore's Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region's governments such as Thailand, Myanmar, and the Philippines.

Jia-Rong holds a Diploma in International Trade Law from WTO in Geneva, Switzerland. He graduated with a Bachelor of Communications Studies at Singapore's Nanyang Technological University.

Joy Chan

Deputy CEO, TWNIC

Joy Chan is the Deputy CEO at Taiwan Network and Information Center (TWNIC), her responsibility includes heading TWCERT/CC. Prior to this post, Joy was the Deputy Director General at CyberTrust Technology Institute of Institute For Information Industry (III), she has researched in IoT end point security and device identity. She was the PI for National Cyber Security Flagship project.

Joy had leading the research and development work for Yahoo! Products and services, she also spearheads innovation programs, Joy was the Head of Service Engineering for APAC and CTO for Yahoo! at Taiwan, where she was responsible for the service resilience and scalable system operations.

Joy is an experienced executive with extensive service experience with many large firms in the U.S. including IBM and Dow Jones. Her expertise lies in both software development and systems operation. Joy has prior worked at the National Center for High Performance and was also appointed to be at the National Science Council to review and allocate the science and technology budget for central government research organizations.

Bertrand de La Chapelle

Executive Director, Internet & Jurisdiction Policy Network

Bertrand de La Chapelle is Co-Founder and Chief Vision Officer at the Datasphere Initiative and the Executive Director and Co-founder of the Internet & Jurisdiction Policy Network. He has been a determined promoter and pioneering implementer of multi-stakeholder governance processes for more than 15 years, building upon his diversified experience as a career diplomat, civil society actor and tech entrepreneur. He was previously a Director on the ICANN Board (2010-2013), France's Thematic Ambassador and Special Envoy for the Information Society (2006-2010) and an active participant in the World Summit on the Information Society (2002-2005), where he promoted dialogue among civil society, private sector and governments. Bertrand is a frequent speaker in major Internet governance processes such as the Internet Governance Forum.

As an engineer, Bertrand was in the 1990s the Co-founder and President of the virtual reality company Virtools, now a subsidiary of Dassault Systèmes. Bertrand de La Chapelle is a graduate of Ecole Polytechnique (1978), Sciences Po Paris (1983), and Ecole Nationale d'Administration (1986).

Edmon Chung

CEO, DotAsia Organisation

Edmon Chung is a social innovator and entrepreneur. Edmon currently serves as the CEO of DotAsia Organisation, serves on the Board of ICANN, the Executive Committee of Internet Society Hong Kong (ISOC HK), the Board of Make a Difference (MaD) Institute, and heads the secretariat for the Asia Pacific Regional Internet Governance Forum (APrIGF). Edmon served also on the founding board of the Internet Governance Forum Support Association (IGFSA), continue to support its secretariat, cofounded the annual Hong Kong Kids International Film Festival (KIFF.Asia), and participates extensively on Internet governance and social innovation matters.

Edmon is an inventor of patents of internationalized domain names (IDN) and email addresses technologies, and has served on many global IDN related technical and policy groups, that made possible the introduction of multilingual domain names and email addresses on the Internet. Edmon won the Most Innovative Award in the Chinese Canadian Entrepreneurship Award in 2001. In 2000, Edmon was selected by The Globe and Mail as one of the Young Canadian Leaders. Between 2006 and 2010, Edmon served on the ICANN GNSO Council, between 2010 and 2012 on the ICANN At-Large Advisory Committee (ALAC), and between 2006 and 2011, as an elected member of the Elections Committee of the Hong Kong Special Administrative Region in the Information Technology Subsector.

Robert Chin

Robert Chin is Head of Server BU, ASUSTek Computer Inc., Chairman of ASUS Information Security Committee and the CISO of ASUS Group.

He also serves as Chairman of Taiwan Hi-tech Information Security Alliance and the President of Taiwan CISO Alliance to collaborate with public sector and cross industries.

Before joining ASUS in 2014, Robert was Founder and Chairman of ASint Technologies (ASint was under ASUS Group.); Chairman and CEO of Clientron Corp.; Chairman and CEO of Bcom Technology; SVP of SiS Technologies & President of SiS USA; First CIO of UMC (United Microelectronics Corp.) and First Chairman of UMC Information Security Committee. Chiao Ching

General Manager, Dadian Data Technology Co., Ltd | Principal Investigator of Study on New gTLDs in Taiwan

Ching Chiao is currently an independent consultant for various new gTLD and Internet infrastructure data projects. His career started in New York, as a sales executive for Register.com, in 2000. He joined TWNIC in 2003 for various international outreach and promotion roles. Ching served in the ccNSO council as well as GNSO council from 2010 to 2017. He was the co-chair of ICANN's New gTLD auction proceed working group since 2017. He has been appointed as Team Principle Investigator for TWNIC's Digital Brand & New gTLD research project since 2020. In 2013 Ching founded Brandma Internet Group in Hong Kong, one of the leading corporate domain registrar and brand protection agency in Greater China. Ching holds an MBA degree from State University of New York at Binghamton

Pin-Ren Chiou

Manager, R&D Dept., CHT Security Co., Ltd.

Pin-Ren is the head of R&D team at CHT Security. Pin-Ren has been working in the telecommunications and information security field for over 10 years. His expertise includes cyber threat intelligence, information security architecture design, and the design and development of security systems. His team focuses on developing solutions for network security, endpoint security, and zero-trust security architecture, such as the SecuTex NP, SecuTex ED, and SecuTex ZTA Fabric Solution. He also used to be speaker at information security conferences, including iThome, HITCON, and TWNIC Forum.

Srinivas Chendi

APNIC Senior Advisor, Membership and Policy

Srinivas Chendi is APNIC's Senior Advisor for Policy and Community Development and also Liaison Officer for the South Asia region. He is responsible for supporting the APNIC community in the resource Policy Development Process and enhancing the levels of engagement and participation of the members of the community which APNIC serves. He also manages the South Asia region Liaison role while establishing partnerships with external organizations to encourage latest technical deployments and help the community derive the maximum benefit from developments at APNIC.

Srinivas has worked in a variety of roles at APNIC and elsewhere, including External Relations Manager, Policy Development Manager, Online Services Manager, Internet Resource Analyst, Technical Support Supervisor, and Systems Security Analyst.

Man-ju Chen

Manager, National Information Infrastructure Enterprise Promotion Association (NIIEPA)

Manju Chen is a manager at the National Information Infrastructure Enterprise Promotion Association (NIIEPA). She has been conducting and leading researches regarding Internet Governance practices and policies since she joined NIIEPA in 2018. She also co-directs various projects that aims to expand and deepen Taiwanese engagement in the regional and global Internet Governance community.

Manju Chen currently serves on the Generic Names Supporting Organization (GNSO) Council, representing the Noncommercial Stakeholder Group (NCSG). She actively participates in local, regional, and global Internet Governance discussions and is often invited to speak at conferences and capacity-building workshops, where she shares her insight on youth engagement, security, and domain name polices.

Justine Chew

Vice-Chair & Member, At-Large Advisory Committee, ICANN

Justine Chew is a returning Member of the At-Large Advisory Committee (ALAC) in ICANN, having been selected by the ICANN Nominating Committee as the member representing the Asian, Australasian and and Pacific Islands region for 2019-2021 and again for 2023-2025. She is an ALAC Vice-Chair for 2023-2024.

Justine was appointed to serve as the ALAC Liaison to the Generic Names Supporting Organization (GNSO) in 2021, a role she still holds and one to which she is particularly suited given her vast experience in ICANN consensus policy development and implementation. In particular, Justine was an active member of the New gTLD Subsequent Procedures Policy Development Process Working Group, serving as the At-Large liaison from 2018-2021. She was the Vice-Chair of the Expedited Policy Development Process on Internationalized Domain Names (EPDP on IDNs) Working Group during its Phase 1 work on policy recommendations for the management of gTLD variants at the top-level. Consensus policy recommendations from both these two working groups play important roles for the development and administration of the Next Round of New Generic Top-Level Domains (gTLDs).

Justine juggles her time between participating in ICANN and her job as an Advocate & Solicitor of the High Court of Malaya while domiciled in Malaysia.

Henry Chan

Product Manager Nominet

Henry CHAN is a Product Manager at Nominet based in the UK, where he leads strategic development of different product areas within Nominet's registry systems and services. Henry has many years of experience in the domain name industry internationally, specialised in business and product management, stakeholder engagement, and policy analysis and advocacy. Before joining Nominet, Henry held management positions in another ccTLD registry in APAC and worked in commercial roles within an international brand protection registrar. Henry regularly attends different international domain name industry fora including ICANN, and volunteered in many ICANN policy development processes.

Amy Creamer

Director of Operations, Internet Assigned Numbers Authority (IANA)

Amy currently oversees IANA’s operations of its three main functions in naming, numbers and protocol parameters.  Her team works globally with top-level domain (TLD) Managers, the five Regional Internet Registries (RIRs) and the Internet Engineering Task Force (IETF) to update and maintain the internet’s authoritative records.

Prior to her current role she was with ICANN’s Office of the Chief Technology Officer.

Amy holds a Masters in Business and Administration from the Marshall School of Business, University of Southern California.

Valerie Heng

Accounts Senior Manager, Global Domains and Strategy, ICANN

Valerie Heng joined ICANN in 2014 and is based in Singapore. She serves the Internet community as Accounts Senior Manager (Global Domains and Strategy), acting as the ICANN organization's primary point of contact with Asia Pacific gTLD registries and registrars. Valerie advocates for contracted parties within ICANN, representing their needs to other teams across the organization. She assists ICANN contracted parties in better understanding policies and procedures by providing education and consultation.

Dr. Ren-Hung Hwang

Biography

Ren-Hung Hwang received his Ph.D. degree in computer science from the University of Massachusetts, Amherst, Massachusetts, USA, in 1993. He joined the College of Artificial Intelligence, National Yang Ming Chiao Tung University in August 2022 where he is now the Dean of the AI College. Before he joined NYCU, he was with the Department of Computer Science and Information Engineering at National Chung Cheng University, Chia-Yi, Taiwan, from 1993 to 2022, where he served as the dean of the Office of Information Technology, the dean of the College of Engineering, and a distinguished professor of the Department of Computer Science and Information Engineering. He is currently an Associate Editor of IEEE Communications Surveys & Tutorials, IEEE Transactions on Vehicular Technology, and IEICE Trans. on Communications. He was on the editorial boards of the Journal of Information Science and Engineering and The Int. J. of Ad Hoc and Ubiquitous Computing (IJAHUC). Prof. Hwang published more than 260 international journal and conference papers. He is also a co-author of the textbook "Computer Networks: An Open Source Approach" (www.mhhe.com/lin), with Ying-Dar Lin and Fred Baker (McGraw-Hill, 2011). He received the Outstanding Technical Achievement Award of the IEEE Tainan Section in 2022 and the Outstanding Research Award of TACC, Taiwan, in 2023. Kai Hua

Chief Technology Officer Microsoft Taiwan

Dr. Kai Hua is the Chief Technology Officer of Microsoft Taiwan. Prior to this role, he held positions at the Industrial Technology Research Institute (ITRI) and National Taiwan University of Science and Technology (NTUST). At ITRI, he was Deputy Director General of the Information and Communications Research Lab. At NTUST, he served as Dean of Industry-Academia Collaboration, Vice Dean of EECS, Director of the AI Research Center, and CSIE Professor. Dr. Hua received a MediaTek scholarship to pursue his Ph.D. in Electrical and Computer Engineering at Purdue University. He has authored over a hundred AI-related academia papers and holds more than ten patents. Dr. Hua has also been honored with numerous academic and technical awards, including the Top Performance Award from ACM Multimedia Grand Challenges, the Young Scholar Research Award, Teaching Excellence Award, and Research Excellence Award from NTUST, the Operational Excellence Award from Microsoft Taiwan, and the K. T. Li Cornerstone Award from the Institute of Information & Computing Machinery. As CTO at Microsoft Taiwan, Dr. Hua is responsible for executing various digital strategic plans, participating in the development and deployment of cutting-edge solutions such as generative AI, and is dedicated to enhancing the digital resilience of the organization and enabling industry transformation.

Ching-Heng Ku

Director, Dept. of IP, TWNIC

Dr. Ching-Heng Ku received Ph.D. degree in the Department of Computer and Information Science at National Chiao Tung University, Taiwan in 1999. He had worked as associate research scientist in the department of system and networking at National Center for High-performance Computing (NCHC) of Taiwan on 2000-2004.

He has been working for Taiwan Network Information Center (TWNIC) since 2004. He also has participated APNIC meeting since 2000 and had ever been the chair of the NIR Hostmaster workshop and the co-chair of Policy SIG, NIR SIG, and DB SIG at APNIC meeting. He had ever taken in charge of the Secretariat of Asia Pacific IPv6 Task Force, and hold the Asia Pacific IPv6 summit and Asia Pacific IPv6 Task Force meeting, as well as supports organizing IPv6 Readiness Measurement BoF and IPv6 Deployment session in APNIC Conferences. He is now the director of IP department of TWNIC and take in charge of the IP Policy research and Number Resources Services at the TWNIC. He also took in charge of the project of IPv6 and RPKI deployment and promotion in Taiwan. He was the deputy director of the operation division in Internet Protocol Upgrade and Promotion Office of National Information and Communications Initiative Committee, Executive Yuan, Taiwan. He also joined the IPv6 upgrade and promotion program of MOTC and chaired the Advanced and complete IPv6 ecosystem promotion plan of NCC in Taiwan.

Alban Kwan

Head of Corporate Development and Strategic Alliances, APAC, CSC

Alban Kwan is the APAC head of Corporate Development and Strategic Alliances for CSC. He has been with CSC’s Digital Brand Services business and affiliated companies since 2009. Alban has developed a deep understanding of online brand protection, digital assets management, and cyber security, specifically for the Asia-Pacific region, and he advises top global and local companies. Alban frequently engages with local policy makers and is often invited to speak at conferences, where he shares his invaluable insight on brand protection, security, and local policies affecting businesses.

Wilson Kao

Associate Manager of Corporate Affairs, LINE Taiwan

Shih-Shiuan Wilson Kao is a member of the Corporate Affairs team of LINE Taiwan. His main role includes analysis, communications and advocacy for public policy, and internal facilitation on trust and safety issues with other teams. Aside from Wilson’s role in LINE Taiwan, he has been a participant of TWIGF since 2021. Before joining LINE Taiwan, Wilson served as a legislative aide in Taiwan Legislature during 2018–2020, and policy researcher in civil society groups focusing on digital rights and digital transformation during 2020–2022.

Chiayo Kuo

Founder, Taiwan Digital Diplomacy Association

Chiayo Kuo is the founder of the Taiwan Digital Diplomacy Association (TDDA), an independent NGO focused on increasing Taiwan's visibility through public diplomacy. She is also a member of the International Affairs Committee of the Taiwan Network Information Center (TWNIC) and serves on the board of Radio Taiwan International (RTI).

Chiayo initiated the promotion of "Digital Diplomacy" in Kosovo and developed strong connections between Taiwanese and Kosovar people through international projects, including "Kosovo Next 10" and "Domain for Kosovo," in collaboration with the Kosovo National Museum and government officials. She also collaborated with Meta and the Ministry of Foreign Affairs to organize a series of digital diplomacy workshops, sharing insights and toolkits with young diplomats and staff from foreign missions in Taiwan. After the outbreak of the Ukraine Crisis, she launched the "Cyber Defense Network Project," a crowdfunding initiative aimed at developing a Taiwan-based Cyber Defense Practice with comprehensive research on how Ukrainians capitalized on civil defense through public-private partnerships.

In recognition of its public policy contributions in 2020, the Ministry of Foreign Affairs awarded the Taiwan Digital Diplomacy Association, making it the youngest award-winning organization. Personally, Chiayo has been selected as Tatler's 2023 Gen.T representative and has been interviewed by The New York Times for her contributions.

Laura Kao

Manager, Government Affairs and Public Policy, Google Taiwan

Laura Kao  is an experienced government relations and public policy professional with a strong track record of success in the technology sector. She is currently employed as Manager of Government Affairs and Public Policy at Google Taiwan, where she advocates on a range of policy issues critical to the digital and technology industries, such as content regulation and intermediary liability, and artificial intelligence, etc.

Thomas Kuiper

Director of the Taiwan Trademark Association & Member of Internet Committee, INTA

Thomas Kuiper co-founded the Taiwan Trademark Association which has now nearly 300 members. He has worked in the telecom industry in many roles as software engineer, project manager and business owner. His own company INXSOFT (https://www.inxsoft.net/) provides custom software for cybersecurity and software quality advisory for M&A's. The company has recently expanded its scope to online brand protection and offers tools such as GlobalBlock (https://globalblock.tw/). He is also a member of the International Trademark Association and currently serves on its Internet Committee.

Jason Kuo

Professor National Taiwan University

Jason Kuo is an Associate Professor in the Department of Political Science at National Taiwan University. He received his PhD in Political Science from University of California, San Diego. Prior to joining National Taiwan University, Dr. Kuo was a Postdoctoral Research Fellow at Mortara Center for International Studies in Georgetown University's Walsh School of Foreign Service. Between 2018 and 2020, he served as Treasurer for Taiwanese Political Science Association. His primary fields of teaching and research include international political economy, political psychology, democracy study, and global governance. Currently, Dr. Kuo is the Executive Editor of Taiwanese Journal of Political Science, the Executive Secretary of National Taiwan University Political Science Alumni Association, and the Chair of the Multi-stakeholder Steering Group for Taiwan Internet Governance Forum.

Edward Lewis

Senior Technologist, Office of the CTO, ICANN

Edward is a Senior Technologist in the Office of the CTO. Prior to joining ICANN he worked 11 years inside Internet registries of many types - gTLD, ccTLD, sTLD and RIR. He worked for a DNS Hosting company. He co-chaired the original IETF WG that developed EPP. He developed some of the first DNSSEC codebases under the original DARPA contract in the 1990's. Before that, he worked building research networks attached to the NASA Science Internet (one of the three original backbones) and taught Networking courses at the University of Maryland - Baltimore County.

May-Ann Lim

Director of Data Governance at Access Partnership, and Emeritus Director of the Asia Cloud Computing Association

May-Ann is the Director of the Data Governance and Digital Transformation Practice at technology consultancy firm Access Partnership, and is concurrently the Emeritus Director of the Asia Cloud Computing Association (ACCA). She has worked extensively on technology policy development, including data governance policies, digital economy, emerging technology, ICTs for development, green digital sustainability, and cybersecurity. She has worked with many global, regional, and local organisations such as APEC, ASEAN, PECC, INTERPOL, ICANN, Council of Europe (CoE), the United Nations Institute for Disarmament Research (UNIDIR), FELEBAN in Latin America, the ACCA, and the Asia Internet Coalition (AIC), on thought leadership development, government outreach and stakeholder engagement efforts.

She is appointed to the Singapore Data Protection Appeal Panel (2019-2025), and sits on various international agency task forces, such as the World Bank Group’s Cloud and Data Infrastructure Private Sector Advisory Committee, World Economic Forum (WEF)’s Digital ASEAN Taskforce, the Data & Jurisdiction Team for the Internet & Jurisdiction Policy Network. A strong advocate for inclusive education, digital literacy, and sustainability, May-Ann is also the Chairperson for nonprofit organisation Engineering Good, which focuses onassistive technology and digital inclusion of the underprivileged and people with disabilities.

Fan-Chieh Lin

Assistant Director, Network Technology Group, Chunghwa Telecom Co., Ltd.

As a member of HiNet DNS team, Fan-Chieh Lin has participated in the development, the operation, the anti-DDoS protection of 168.95.1.1, which is a million-QPS-scale DNS resolver system in Taiwan. Being in charge of designing and implementing HiNet DNS Hosting services and undertaking DNS projects of XXIX Summer Universiade, national elections etc. brings him experiences in planning, maintaining and monitoring authoritative name servers.
