Geoff Huston

Chief Scientist, APNIC

Geoff Huston is the Chief Scientist at the Asia Pacific Network Information Centre (APNIC), where he undertakes research on topics associated with Internet infrastructure, IP technologies, and address distribution policies.
Widely regarded as the preeminent researcher on IPv4 exhaustion, he is routinely referenced by international agencies and frequently quoted by the ICT media.
Geoff has also presented at a number of global technical and government forums, including:

The International Telecommunications Union (ITU)
The Internet Corporation for Assigned Names and Numbers (ICANN)

In 2020, Geoff was made a member in the general division of the Order of Australia (AM) for his role as an Internet pioneer in Australia.

Adiel A. Akplogan

Vice President, Technical Engagement
Internet Corporation for Assigned Names and Numbers (ICANN)

Adiel A. Akplogan is Vice President for Technical Engagement at ICANN, with more than 25 years of engagement and active contribution to the Internet industry globally. Before joining ICANN, Adiel was the President and CEO of AFRINIC (2004-2015), IT Director for Symbol Technology (a Motorola company) in France (2001-2003), and CTO at CAFÉ Informatique in Togo (1994-2000). Recognized as one of the Internet Technology pioneers in Africa, he has contributed to building technical capacity for some of the first private ISPs in West Africa between 1996 and 2000. These achievements were recently recognized by the Internet Society community, which inducted him into the 2019 class of the Internet Hall of Fame.

Throughout his career, Adiel has served on Boards and Advisory Committees of several global and international organizations – currently at the USTTI (United States Telecommunications Training Institute), the Technical Advisory Committee of the United Nation Economic Commission for Africa (ATAC/UNECA) from 2005 to 2006, the Executive Council of the Number Resource Organization (NRO) from 2005 to 2015 as Chair, Secretary and Treasurer, ICANN's Strategic Panel on its role in the Internet Governance ecosystem in 2014, as well as the Africa Union's Internet Exchange development program’s Steering Committee from 2012 to 2015. Adiel also served on the very first IGF MAG (UN Multistakeholder Advisory Group) from 2006 to 2009.

With a strong passion for Internet technology and its impact lifting humanity, he has also actively contributed to the setup of several technical coordination bodies in Africa, such as the African Network Operators Group (AfNOG), The Africa Network Information Centre (AFRINIC) which he had led for 10 years, the African ccTLD Managers Association (AfTLD), AfricaCERT, Africa Internet Summit (AIS), etc. As a public speaker, he has written and contributed to several papers and articles on the Internet’s infrastructure and its governance.

Adiel A. Akplogan is an Electrical Engineer and holds a Masters in E-Business and New Technology Management from the Paris Graduate School of Management. He lives in and works from Montreal, Canada.

Dannielle Andrews

Economic Section Chief, American Institute in Taiwan

Prior to her arrival in Taiwan, Ms. Andrews served as Acting Deputy Assistant Secretary of the Office of Regional, Global, and Functional Affairs in the Department of State’s Bureau of Legislative Affairs. She graduated with honors in June 2017 with a Master of Science in National Security Strategy from the National War College and a certification in Cyber Security from the College of Information and Cyber Space at the National Defense University.

Ms. Andrews joined the State Department in 2002, and served in U.S. Consulate Shenyang, China; U.S. Embassy Brasilia, Brazil; and U.S. Embassy Accra, Ghana. At the Department of State in Washington, D.C., she served as Economic Chief in the Office of Chinese and Mongolian Affairs, as Senior Watch Officer in the Nuclear Risk Reduction Center, and in the Bureau of Economic and Business Affairs as staff assistant.

Prior to joining the State Department, Ms. Andrews was a researcher and client relations officer for macroeconomic research firms in California. Dannielle has also worked extensively as a volunteer in Brazil, China, and Ghana. She received her undergraduate degree from the College of William and Mary, in Williamsburg, Virginia, and a graduate degree from the University of Texas, in Austin, Texas. Joy Chan

Deputy CEO TWCERT/CC, TWNIC

Joy Chan is the Deputy CEO at Taiwan Network and Information Center (TWNIC), her responsibility includes heading TWCERT/CC. Prior to this post, Joy was the Deputy Director General at CyberTrust Technology Institute of Institute For Information Industry (III), she has researched in IoT end point security and device identity. She was the PI for National Cyber Security Flagship project.

Joy had leading the research and development work for Yahoo! Products and services, she also spearheads innovation programs, Joy was the Head of Service Engineering for APAC and CTO for Yahoo! at Taiwan, where she was responsible for the service resilience and scalable system operations.

Joy is an experienced executive with extensive service experience with many large firms in the U.S. including IBM and Dow Jones. Her expertise lies in both software development and systems operation. Joy has prior worked at the National Center for High Performance and was also appointed to be at the National Science Council to review and allocate the science and technology budget for central government research organizations.

Nicole T. I. Chan

An attorney at law and Industrial Consultant, Vice Chairperson of Digital Transformation Association, Board director of Industrial Technology Research Institute, as well as many distinguished positions in the areas of law and technology.
She is a frequent panelist and moderator and conferences around the world. Previous roles have included Chairperson of National Communications Commission, Taiwan, Director of Nankang Software Incubator, Director General of Science & Technology Law Institute (STLI), Institute for Information Industry (III).
Her areas of expertise include Intellectual Property Law, Telecommunication Regulations and Policy, Internet Jurisdiction and Policy, Internet Governance, Cybersecurity Governance, ICT and Creative Industry…, etc.
She received an EMBA degree from National Chengchi University, an LL.M degree in Intellectual Property from the University of London and an LL.B degree from National Taiwan University.

Joyce Chen

Senior Advisor – Strategic Engagement, APNIC

Joyce Chen is APNIC’s Senior Advisor for Strategic Engagement. She is responsible for managing key relationships with stakeholders such as governments, intergovernmental organisations, and the wider Asia Pacific Internet community. Joyce is also involved in expanding APNIC’s capacity development and outreach efforts.

Joyce is active in public policy discussions at the local, regional, and global platforms. She is passionate about Internet access and development, as well as finding opportunities for interdisciplinary cooperation and partnerships.

Joyce was appointed by the UN Secretary-General to be a member of the 2021 Multistakeholder Advisory Group (MAG) with the Internet Governance Forum (IGF). She serves on the IGF Support Association (IGFSA) Executive Committee. She is a member of the Asia Pacific Regional Internet Governance Forum (APrIGF) Multistakeholder Steering Group (MSG), the Global Forum on Cyber Expertise (GFCE), and APAC Cyber Policy Network (APCEN).

Prior to APNIC, Joyce worked in ICANN as the Senior Manager (APAC) for Global Stakeholder Engagement. Her engagement work with the multistakeholder APAC community helped to further the global cause of ensuring an interoperable, secure, and stable Internet.

A former young diplomat, Joyce handled the ASEAN portfolio while in Singapore’s Ministry of Foreign Affairs. She graduated with a Bachelor of Honours in Sociology.

Manju Chen

Assistant Manager, NIIEPA

Manju Chen is an assistant manager at NIIEPA. Her work ranges from policy research and analysis to knowledge sharing and capacity building, all surrounding the beloved topic of Internet Governance. She is an APIGA2018 Fellow, ICANN67 Fellow, and APrIGF2020 Fellow. As the co-chair of Youth4IG's Mentorship Program, she connects newbies to seasonal mentors, helping them learn and grow together in the fantastic Internet Governance world!

Srinivas Chendi

Senior Advisor - Policy and Community Development, APNIC

Srinivas Chendi is APNIC's Senior Advisor for Policy and Community Development and also Liaison Officer for the South Asia region. He is responsible for supporting the APNIC community in the resource Policy Development Process and enhancing the levels of engagement and participation of the members of the community which APNIC serves. He also manages the South Asia region Liaison role while establishing partnerships with external organizations to encourage latest technical deployments and help the community derive the maximum benefit from developments at APNIC.

Srinivas has worked in a variety of roles at APNIC and elsewhere, including External Relations Manager, Policy Development Manager, Online Services Manager, Internet Resource Analyst, Technical Support Supervisor, and Systems Security Analyst.

Srinivas represents APNIC at an economic and regional level and is constantly on the lookout for opportunities to collaborate with the Asia Pacific community.

Edmon Chung

CEO, DotAsia

Edmon Chung is serving as the CEO for DotAsia Organisation and heads the secretariat for the Asia Pacific Regional Internet Governance Forum (APrIGF). Edmon serves also on the board of the Internet Governance Forum Support Association (IGFSA) and as vice-chair of the Universal Acceptance Steering Group (UASG), and on the Executive Committee of Internet Society Hong Kong, which serves as the secretariat for the Asia Pacific Regional At-Large Organisation (APRALO) and participates extensively on Internet governance issues.

Edmon is an inventor of patents underlying technologies for internationalized domain names (IDN) and email addresses on the Internet. Edmon has served on many global IDN related committees, including technical and policy groups, that made it possible for the introduction of multilingual domain names and email addresses on the Internet. Edmon won the Most Innovative Award in the Chinese Canadian Entrepreneurship Award in 2001. In 2000, Edmon was selected by The Globe and Mail as one of the Young Canadian Leaders. Between 2006 and 2010, Edmon served as an elected member on the ICANN GNSO Council. Between 2010 and 2012, Edmon served as an elected member on the ICANN At-Large Advisory Committee (ALAC) from the Asia Pacific Region. Between 2006 and 2011, Edmon served as an elected member of the Elections Committee of the Hong Kong Special Administrative Region in the Information Technology Subsection.

Dr. Ajay Data

Dr. Ajay Data is an award-winning techno-commercial Founder & CEO of multiple technology companies. His innovation and execution of software products like BharatSync, XgenPlus, Spamjaoo, DATAMAIL has got users the world over and won multiple patents. Recently, Data Xgen Technologies received global recognition for bringing first-of-its-kind linguistic email addresses supporting email IDs in Hindi, Gujrati, Tamil, Telugu, Marathi plus 20 more languages.

He had been investing and mentoring start-ups, and very actively contributing to the entrepreneurial ecosystem.

Jamie Gillespie

Internet Security Specialist, APNIC

Jamie Gillespie is an Internet Security Specialist at APNIC, providing security training, outreach, and development of Computer Security Incident Response Teams (CSIRTs), network operators, and Law Enforcement Agencies (LEAs) across 56 economies in the Asia Pacific region. This directly supports APNIC’s vision of “A global, open, stable, and secure Internet”.

When not travelling or delivering training, Jamie works across all internal teams to secure APNIC’s people, processes, and technology using administrative, technical, and physical controls.

With over 24 years of IT experience, 20 of those dedicated to Information Security, Jamie started his IT career at the backbone Internet provider UUNET Canada before holding a range of information security roles at AusCERT, Google, and Macquarie Cloud Services. Jamie is a Certified Information Systems Security Professional (CISSP) and Information Systems Security Architecture Professional (ISSAP).

Jamie is an international presenter on an extensive range of topics including incident response, technical, physical, and management security, and has been interviewed for television, radio, internet, and print media.

Jamie Hedlund

Jamie Hedlund is a senior executive with over 20 years of experience in public policy and business development in the communications industry. He currently serves as SVP, Contractual Compliance & Consumer Safeguards and Managing Director – Washington DC Office. Previously he served as VP, Strategic Programs, and he joined ICANN in January 2010 as the Vice President, Government Affairs – Americas. Prior to joining ICANN, Jamie served as Vice President for Regulatory Affairs at the Consumer Electronics Association, Director of Public Policy at Yahoo!, Senior Corporate Counsel for Federal Government Affairs at T-Mobile, and Director, Business Development and Chief of Staff at Level 3 Communications. Jamie holds a law degree from Tulane University and a bachelor’s degree from Georgetown University. He is fluent in Spanish and French. He lives in Washington, DC, and has three children.

Sheryl (Shane) Hermoso

Sheryl has had various roles as a Network and Systems Administrator before joining APNIC. She started her career as a Technical Support Assistant while studying at the University of the Philippines. Sheryl later finished her degree in Computer Engineering and continued to work in the same university as a Network Engineer, where she managed the DILNET network backbone and wireless infrastructure.

Daphne Hsu

Country Manager, Cookpad Taiwan

Daphne Hsu is the Country Manager of Cookpad Taiwan with a mission to make everyday cooking fun. As one who thrives in fast-paced hyper-growth working environments, she previously launched and grew Uber and Uber Eats Taiwan from the ground up. At both the local and APAC regional level, Daphne’s recipe for building out great global platforms includes equal measures of passion and perseverance, a spoonful of drive and a sprinkle of tenacity.

In 2013, she joined Uber as one of its first 300 employees globally, the first marketing manager in APAC and Uber’s first employee for Taiwan where she built, from the ground up, a business based on the founder’s vision to not only improve our transportation system and reduce congestion and pollution around the world but to change the way we move. In 2016, when promoted to Asia Pacific as regional Marketing Manager based in China & Singapore, she was responsible for strategizing and adopting global marketing plans to be implemented both regionally and locally. In 2017, Daphne relocated back to Taiwan to expand its food delivery business, Uber Eats.

After becoming a parent in 2018, she experienced for the first time, what it’s like to put someone else’s health and well being ahead of herself. While paying close attention to what her family ate, where the food came from and how it affects our health, Cookpad appeared in her life. Sharing its founder, Aki Sano’s vision that cooking is the key to a happier and healthier life for people, communities and the planet, she joined as its Country Manager. As with her motivation for previously joining Uber, Daphne finds meaning in helping to build a better world.

Her experience to date has taught her that no matter how big the mission, no matter the number of obstacles in our way, or the rejections we experience, the impossible can become possible if we simply believe in what we do.

Yih-Chun Hu

Yih-Chun Hu is an associate professor in the Department of Electrical and Computer Engineering at the University of Illinois at Urbana-Champaign, an affiliate faculty of Computer Science, and faculty of the Advanced Digital Sciences Center. He is a member of the Coordinated Science Laboratory and the Information Trust Institute. Prof. Hu joined the University of Illinois in August 2005; previously he was a Postdoctoral Researcher at the University of California, Berkeley under Doug Tygar. He received his Ph.D. in 2003 from the Computer Science Department at Carnegie Mellon University while a Visiting Graduate Student in the Computer Science Department at Rice University, and was advised by Dave Johnson. His current research interests are in network security and wireless networks, and he has general research interests in security and systems, with emphasis on the areas of secure systems and mobile communications. He has published papers in the areas of secure Internet routing, DDoS-resilient forwarding, secure routing in wireless ad hoc networks, security and anonymity in peer-to-peer networks, efficient cryptographic mechanisms for routing security, and the design and evaluation of multihop wireless network routing protocols, including Quality-of-Service mechanisms for ad hoc networks.

Kenny Huang

Member of the Board and CEO, Taiwan Network Information Center

Dr. Kenny Huang is the leading figure of the Internet communities in Asia. Since the early years of Taiwan's Internet development, he contributed a great deal to build up a better Internet environment in Taiwan. Because of his tremendous knowledge and experience, he has been invited to take up leading roles in many Internet technology and policy organizations, including APNIC Executive Council member, APNIC Policy SIG Chair, NRO Number Council member, PIR Board member (.org), TWNIC Board member, TWNIC International Affair Committee Chair, Advisor of .taipei Registry, dot Asia Advisory Council, ICANN New gTLD Review Committee, APAN TW founder, ISOC Taipei founder, TWIA advisor.

Dr. Huang's contributions have been acknowledged especially in the development of Internet technology. Dr. Kenny Huang is the co-author of IETF RFC3743; co-chair of CGP (LGR for the Root zone); Co-Chair of JET; Advisor of CDNC. Dr. Huang is working closely with government agencies in developing technology policies. He is Taiwan e-Government Committee member, Taiwan Government & IT Transform Committee member, MOTC (Ministry of Transportation and Communications) project leader and advisor on IPv6 policy and broadband policy. He is also the .taipei registry advisor for the Taipei Government.

David Huberman

David Huberman is a Technical Engagement Manager at ICANN in the Office of the Chief Technology Officer (CTO). The mission of the Office of the CTO is to constantly improve knowledge about the identifiers – ICANN helps to coordinate and disseminate this information to the Internet community, to improve the technical operation of the Internet’s unique identifiers system, and to improve ICANN’s technological stature. David joined ICANN in 2018 and is based in the Washington, D.C. engagement office. He is in his 21st year in the Internet engineering industry. Prior to joining ICANN, he was a network operator at companies such as Microsoft, Global Crossing, Oracle, and Telocity. He also spent 10 years as a senior staff member of ARIN. Mr. Huberman graduated from Indiana University in 1996 with a Bachelor’s of Arts Degree for a double major (Telecommunications and Geography). He lives with his family in Ashburn, Virginia, USA.

Sarmad Hussain

Sarmad Hussain is with ICANN’s Internationalized Domain Names (IDN) and Universal Acceptance (UA) Programs. Earlier, Sarmad was a professor of Computer Science and held the IDRC Chair position in Multilingual Computing. His research has focused on developing computing solutions for Asian languages, including research in linguistics, localization, speech processing, and computational linguistics. He was an active member of the ICANN community before joining ICANN – he was engaged in the IDN ccTLD application for Pakistan, and was a member of ICANN’s Security and Stability Advisory Committee (SSAC).

Ching-Heng Ku

Dr. Ching-Heng Ku received Ph.D. degree in the Department of Computer and Information Science at National Chiao Tung University, Taiwan in 1999. He had worked as associate research scientist in the department of system and networking at National Center for High-performance Computing (NCHC) of Taiwan on 2000-2004. He has been working for Taiwan Network Information Center (TWNIC) since 2004. He also has participated APNIC meeting since 2000 and had ever been the chair of the NIR Hostmaster workshop and the co-chair of Policy SIG, NIR SIG, and DB SIG at APNIC meeting. He had ever taken in charge of the Secretariat of Asia Pacific IPv6 Task Force, and hold the Asia Pacific IPv6 summit and Asia Pacific IPv6 Task Force meeting, as well as supports organizing IPv6 Readiness Measurement BoF and IPv6 Deployment session in APNIC Conferences.

He is now the director of IP department of TWNIC and take in charge of the IP Policy research and Number Resources Services at the TWNIC. He also took in charge of the project of IPv6 and RPKI deployment and promotion in Taiwan. He was the deputy director of the operation division in Internet Protocol Upgrade and Promotion Office of National Information and Communications Initiative Committee, Executive Yuan, Taiwan. He also joined the IPv6 upgrade and promotion program of MOTC and chaired the Advanced and complete IPv6 ecosystem promotion plan of NCC in Taiwan.

Fan-Chieh Lin

As a member of HiNet DNS team, Fan-Chieh Lin has participated in development, operation, anti-DDoS protection of 168.95.1.1, which is a million-QPS-scale resolver system in Taiwan. Being in charge of designing and implementing HiNet DNS Hosting services and undertaking DNS projects of XXIX Summer Universiade, national elections etc. bring him experiences in planning, maintaining and monitoring authoritative name servers. He’s also enthusiastic about organizing and sharing his understanding of DNS issues, looking forward to future interactions with you.

Hikohiro Y Lin(林彦博)

General Manager and Head of Panasonic PSIRT @Panasonic

Mr. Hikohiro Y Lin was born in Kobe City of Japan.
After finishing his master at George Mason University in Virginia USA, he has joined Panasonic and started as an IoT security researcher since 2003.
Since then he has spent more than 15 years mainly focused on the IoT security field.
Until now, Hikohiro is the Head of Panasonic PSIRT, leading product security activities such as making a red team for testing IoT devices and making guidelines and product-focused security incident responses at Panasonic.

Yung-Yu Lin

Jia-Rong Low

Vice President, Global Stakeholder Engagement and Managing Director Asia Pacific, ICANN

Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.

Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore's Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region's governments such as Thailand, Myanmar, and the Philippines.

Jia-Rong holds a Diploma in International Trade Law from WTO in Geneva, Switzerland. He graduated with a Bachelor of Communications Studies at Singapore's Nanyang Technological University.

Akinori Maemura

Board Director, Internet Corporation for Assigned Names and Numbers (ICANN)

MAEMURA Akinori (surname, first name, 前村　昌紀) is General Manager of the Internet Development Department of JPNIC – Japan Network Information Center – the not-for-profit Internet promotion body and National Internet Registry for Japan. He currently serves as a Board Director of ICANN – Internet Corporation for Assigned Names and Numbers – appointed by its Address Supporting Organization, on top of his responsibility at JPNIC. He also serves as a Board Director at JPCERT Coordination Center, the national computer incident response team in Japan.

Maemura is responsible for JPNIC’s Internet promotion business covering information dissemination, communications, events, technology and policy research, international affairs, and the oversight role of .jp ccTLD. Among them, he is directly involved in policy research for domain names and Internet governance.

Maemura’s career has more than 20 years’ experience in Internet technical operations and coordination. He started his Internet career as a network engineer in 1994 at NEC Corporation, Japan, launching its ISP business which is now known as BIGLOBE. Following that, he began being involved in Internet coordination among ISPs and associations as commercial Internet emerged in Japan, including the establishment of JANOG – the Network Operators’ Group of Japan – and IP address management at JPNIC. His involvement then expanded to the region when he was first elected in 2000 to the Executive Council (EC) of APNIC – Asia Pacific Network Information Centre – one of five Regional Internet Registries which administer the Internet number space for respective regions. He served as an EC member for 15 years, especially as its Chair for 13 years until February 2016.

George Michaelson

George Michaelson is currently APNIC’s senior R&D scientist. Recently, he has been working on long-baseline DNS statistics, services logging, audit and analysis, and design and implementation of the Internet Number Resource Certification framework.

George is a member of the BCS, and a founder member of the Australian chapter of the Internet Society. He participates regularly in IETF standardization meetings, and co-authors Request For Comment (RFC) documents, technical drafts, and conference and peer-review papers.

George graduated from York University in 1982 with a BSc in Computer Science. His career in the United Kingdom and Australia has pursued research and development in computer science, networking, and systems administration.

Kunio Miyamoto

Kiran Sanghera

Henry Tsai

Dr. Henry Tsai is currently the Division-Chief Judge at the Labor Court, Taiwan Shilin District Court. Before being the Division-Chief Judge, he has been a judge at Taiwan Intellectual Property and several District Courts for almost 20 years. During his time as a judge, he adjudicated different kinds of general Criminal and Civil cases, including IP Cases, and also drafted many famous judgments. Division-Chief Judge Tsai holds Master of Laws in Public Law from Soochow University in Taiwan and LL.M with honors from the John Marshall Law School in the U.S. He obtained his J.S.D degree from the Technology Law Institute of National Chiao-Tung University in Taiwan.

Division-Chief Judge Tsai has comprehensive interests in many legal fields and one of his expertise is in Internet Governance. His research J.S.D dissertation is entitled: "The Internet Governance on Domain Name Legal System and Its Operation". He also wrote lots of articles in periodicals and newspapers. One article related to Internet Governance is "The Trademark/ Domain Name Protection War: A Comparative study of the U.S., UDRP and Taiwanese Law" which was published in the John Marshall Review of Intellectual Property Law (winter 2012), and cited by periodical, book and paper in different regions.

Division-Chief Judge Tsai now is also invited to teach "Intellectual Property Law" at the Central Police University as an adjunct professor.

Yen-Chieh Wang

Yen-Chieh Wang joined Chunghwa Telecom Data Communications Business Group (HiNet, AS3462) since 2009 and is the member of TWNOG. Currently, he is the senior IP operations engineer, responsible for the maintenance of HiNet international backbone network and Taiwan Internet Exchange service (TWIX). In the past few years, he has been dedicated himself to the development of TWIX and the improvement of backbone security such as the issues of RPKI, DDoS traffic mitigation, Routes Hijacking detection, etc.

He has excellent ISP backbone maintenance experience and the domain knowledge of IPv4 and IPv6 related affairs including peering negotiation, dual-stack network operation and network security. He is delighted to share his experience and interests of the IP network operation with people to promote the Internet development.

Champika Wijayatunga

Champika Wijayatunga is the Regional Technical Engagement Manager for Asia Pacific at the Internet Corporation for Assigned Names and Numbers (ICANN). He represents ICANN in technical, security, law enforcement and capacity building forums primarily in the Asia Pacific region.

Prior to ICANN, Champika held managerial, specialist, and liaison roles at APNIC – the Regional Internet Registry (RIR) for the Asia Pacific. He started his career with IBM Corporation as a technical specialist, and has worked in the IT industry, academia, research, and training environments.

Champika holds a postgraduate degree in Computer Science & Engineering, as well as Professional Education qualifications in Cybersecurity. He also serves in various technical community groups and committees.

Paul Wilson

Director General, APNIC

Paul Wilson has twenty years’ involvement with the Internet, including over ten years’ experience as the Director General of APNIC. As part of this current role, he represents the activities and interests of the Asia Pacific Internet community in local and global forums related to the development and management of the Internet.

Previously the Chief Executive Officer of Pegasus Networks, the first private ISP established in Australia, Paul also acted as a consultant to the United Nations and other international agencies. As a primary consultant on Internet projects, including the PAN Program with the International Development Research Centre (IDRC), Paul helped to introduce Internet services for the first time in several developing economies.

Paul is a highly respected member of the global Internet community and participates in the following organizations: APIA, APNG, ISIF, NRO, ISOC and dotAsia.

Kuo-Wei Wu

Mr. Kuo-Wei Wu has a technical, management and policy experience in Internet. In regard to Internet-related management, Mr. Wu was the deputy director of NCHC, where he was responsible for TANET backbone operation to serve all the universities, research institutions in Taiwan. He is the co-founder of Asia Pacific Supercomputer Center Consortium (HPC Asia) to lead the experience sharing over all the Asia Pacific Supercomputer Centers.

He started Internet-related works since he worked for Cray Research, Inc., and a vice-president of Yam Digital, Inc. When he was a vice-president of Acer, he led the Internet service business for Acer (2000-2004). He actively involved in ICANN activities (GAC, ALS, ccNSO, ASO) since 1999 until now. He also actively participated UN/WSIS, and UN/IGF.

Mr. Wu holds a mathematics BSc degree from Tunghai University, a MSc degree in Mathematics from University of Cincinnati, and MSc degree in Computer Science from Columbia University.
