Kenny Huang

TWNIC Board Chair and APNIC EC Chair

Dr. Kenny Huang is currently chairing a working group to recommend a policy for the (de-) selection of Internationalized Domain Names (IDN) country code top-level domains (ccTLD), commonly termed ccPDP4. He is also co-chair of the Chinese Generation Panel.

Dr. Huang’s interests at ICANN are varied. Besides IDN, he is also keen on topics like Domain Name System Security Extensions (DNSSEC), Internet governance, policy development, and stakeholder engagement. He actively participates in the Asia Pacific Internet Governance Academy (APIGA) to encourage youth participation. He is also the co-organizer for the ICANN APAC-TWNIC Engagement Forum.

A leading figure amongst the Internet communities in Asia, Dr. Huang has taken up roles in many Internet technology and policy organizations including Executive Council of Asia Pacific Network Information Center (APNIC), Addressing Supporting Organization (ASO) Address Council, Chairman and Chief Executive Officer of TWNIC, to name a few.

Sally Costerton

Sr. Advisor to President and SVP, Global Stakeholder Engagement, ICANN

Sally is a global leader with deep experience in stakeholder engagement and corporate governance. Since 2012, she has served as Senior Advisor to the President and Senior Vice President of Global Stakeholder Engagement. More recently, she has also held the role of ICANN’s Interim President and CEO.

In her current position, Sally leads ICANN’s global engagement efforts through its international offices, strengthening connections with communities worldwide. Her responsibilities also include overseeing the ICANN Meetings Team and the Engagement Programs Team, which run ICANN’s public interest projects and newcomer programs.

Before joining ICANN, Sally was the EMEA CEO of Hill & Knowlton, one of Europe’s largest public relations firms, where she led more than 1,000 staff across 33 offices. Throughout her career, she has worked closely with international companies and senior leaders to help them build strong relationships and maximize their resources. In addition to her executive roles, she has served as a Board Director and Board Chair.

Samiran Gupta

Vice President, Stakeholder Engagement and Managing Director, APAC, ICANN

Samiran is Vice President, Stakeholder Engagement and Managing Director, Asia Pacific for ICANN.

Before rejoining ICANN in October 2023, Samiran was Senior Director of Global Government Affairs for India and South Asia with Twitter/X Corp. He previously served as ICANN’s Head of India, and Head of Stakeholder Engagement, South Asia from September 2014 until February 2022. Samiran rejoined ICANN to be the Vice President, Government and Intergovernmental Organization (IGO) Engagement for the APAC region, and Stakeholder Engagement for South Asia.

He has extensive experience in business strategy and public policy consulting in sectors including telecom, entertainment, fintech, e-commerce, social media, and energy and renewables. Before joining ICANN, Samiran served as Senior Director with APCO Worldwide where he was responsible for counseling clients in business and public affairs strategy.

Samiran holds a Master’s degree in Business Administration from St Joseph’s University in Philadelphia and a Bachelor of Commerce degree from the University of Calcutta.

He is based in New Delhi.

Jia Rong Low

Director General, APNIC

Jia Rong is an experienced senior leader in the Internet technology industry.

Prior to joining APNIC, Jia Rong established ICANN’s Asia Pacific regional office, where he spearheaded ICANN’s globalization strategy and oversaw its operations in the region as Managing Director – Asia Pacific.

During his 11-year tenure with ICANN, Jia Rong contributed significantly to the Asia Pacific Internet community and established key partnerships with Internet community stakeholders, government bodies, and regional institutions. Jia Rong also served on the Public Technical Identifiers (PTI) Board of Directors.

Prior to joining ICANN, Jia Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia Rong worked for Singapore’s Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Viet Nam.

Jia Rong graduated with a Bachelor of Communications Studies at Singapore’s Nanyang Technological University. He also holds a Diploma in International Trade Law from WTO in Geneva, Switzerland.

Anita Chen is Head of Public Policy and Government Aairs of Google Taiwan. She leads the development and articulation of the Company’s public policy positions. She is also responsible for coordinating Google’s communications with Taiwan government ocials and other third parties on Taiwan policy issues. Anita is an active member of the American Chamber of Commerce in Taiwan (AmCham Taiwan), serving as a Governor on the Board and Co-chair of the Digital Economy Commiee. Prior to joining Google, Anita founded Asia Advisory Services, a Taipei-based government relations, public policy and business consultancy, focusing on strategic planning and advocacy for reform of laws and regulations, and the introduction of new products and services for government procurement. Her expertise includes political analysis, preparation of policy initiatives, government consultations, lobbying and advocacy-driven media relations. Previously, Anita served for 5.5 years as the managing director of Park Strategies Taiwan Co., Ltd., the Taiwan subsidiary of New York-based lobbying rm Park Strategies, LLC. In that role, she advised multinational companies on Taiwan market entry and development programs, providing political analysis on emerging economic development policies and legislation. Before joining Park Strategies, Anita served as the Director of Government and Public Aairs at AmCham Taiwan. In that position, she was the chief liaison between the Taiwan Government and AmCham's industry commiees, and led a team providing research, analysis, recommendations and liaison coordination with respect to a wide variety of business advocacy issues. Prior to joining AmCham, Anita was a senior consultant at Edelman Public Relations Taiwan. Anita is a seasoned political journalist in Taiwan who has reported on government policies, diplomatic aairs and political parties. Edmon Chung

Edmon Chung is a social innovator and entrepreneur. Edmon currently serves as the CEO of DotAsia Organisation, on the Executive Committee of Internet Society Hong Kong (ISOC HK), the Board of Make a Difference (MaD) Institute, and heads the secretariat for the Asia Pacific Regional Internet Governance Forum (APrIGF). Edmon served also on the founding board of the Internet Governance Forum Support Association (IGFSA) and continues to support its secretariat, on the ICANN Board between 2021 & 2024, cofounded the annual Hong Kong Kids International Film Festival (KIFF.Asia) in 2017, and participates extensively on Internet governance and social innovation matters since 1999.

Edmon is an inventor of patents of internationalized domain names (IDN) and email addressing technologies, and has served on many global IDN related technical and policy groups that made possible the introduction of IDN for a Multilingual Internet as a foundation for meaningful access and digital inclusion. Edmon won the Most Innovative Award in the Chinese Canadian Entrepreneurship Award in 2001. In 2000, Edmon was selected by The Globe and Mail as one of the Young Canadian Leaders. Between 2006 and 2010, Edmon served on the ICANN GNSO Council, between 2010 and 2012 on the ICANN At-Large Advisory Committee (ALAC), and between 2006 and 2011, as an elected member of the Elections Committee of the Hong Kong Special Administrative Region in the Information Technology Subsector.

Dr. En-Cheng Liou, an Assistant Professor at Ming Chi University of Technology, holds a Ph.D. in Communication Engineering from Yuan Ze University and an EiMBA from National Taiwan University. Prior to his current role, he served as an Assistant Researcher and Adjunct Assistant Professor at National Yang Ming Chiao Tung University. He also co-founded two ICT companies, bridging academic knowledge and industrial practice. Dr. Liou specializes in Artificial Intelligence, 6G and B5G telecommunications networks, open architectures (AI-RAN, O-RAN), information security, software-defined systems, and virtualization. His innovative contributions are reflected in his leadership of several national and international projects, including the Ministry of Education’s “6G Vertical Smart City Application Project.” He holds over 13 U.S. and Taiwanese patents, primarily in O-RAN and positioning systems.

Dr. Liou’s work has been recognized internationally, most notably with the 2023 Small Cell Forum Award for his 5G O-RAN security solution developed in collaboration with National Yang Ming Chiao Tung University and Lite-On Technology. He also partnered with Professor Chien to establish the NYCU GPT system, enhancing campus teaching and research through generative language models. Dr. Liou’s interdisciplinary expertise and contributions exemplify the intersection of academic research, industrial innovation, and practical application in next-generation communication networks.

Geoff Huston

Chief Scientist, APNIC

Geoff Huston AM is the Chief Scientist at APNIC, where he undertakes research on topics associated with Internet infrastructure, IP technologies and address distribution policies. From 1995 to 2005, Geoff was the Chief Internet Scientist at Telstra, where he provided a leading role in the construction and further development of Telstra's Internet service offerings, both in Australia and as part of Telstra's global operations. Prior to Telstra, Geoff worked for the Australian National University, where he led the initial construction of the Internet in Australia in the late 1980s as the Technical Manager of the Australian Academic and Research Network.

He is the author of a number of books on IP technology and has authored numerous papers and columns. He was a member of the Internet Architecture Board from 1999 until 2005 and served as its Executive Director from 2001 to 2005. He is an active member of the Internet Engineering Task Force, where he currently chairs two Working Groups. He served on the Board of Trustees of the Internet Society from 1992 until 2001, and served a term as Chair of the Board in 1999. He has served on the Board of the Public Internet Registry and also on the Executive Council of APNIC. He chaired the Internet Engineering and Planning Group from 1992 until 2005. In 2020, Geoff was made a member in the general division of the Order of Australia (AM) for his role as a pioneer of the Internet in Australia.

Hui-Kai Su

Professor, National Formosa University

Hui-Kai Su received the M.S. and Ph.D. degrees from National Chung-Cheng University in 2001 and 2006. He joined the Department of Electrical Engineering at National Formosa University in the spring of 2009. Currently, he is the dean of student affairs and a full professor at this university. His research interests include communication networks, embedded systems, Internet of Things (IoT), multimedia networks, network security, high-speed networks, etc.

Jane Hsu is a Distinguished Professor and Dean of the College of Intelligent Computing at Chang Gung University. Since 2012, Prof. Hsu has led research collaborations between the NTU IoX Center and Cathay Holdings, Intel Labs, and Delta Research Center, exploring digital transformation of financial services, IoT technology, and smart manufacturing. As the Chair of the Taiwan AI Center of Excellence, she spearheads initiatives to promote Trustworthy AI and data governance framework.

Prof. Hsu’s research interests include Human-AI multiagent collaboration, Trustworthy Generative AI, and LLMs with commonsense. Prof. Hsu served as the Taiwanese Association for Artificial Intelligence President in 2013-14, the Convenor of Intelligent Computing at NSTC in 2021-23, and is actively involved in AAAI, TAAI, and IEEE conferences. She was recognized with the 2020 Pegatron Professorship, 2016 MSRA Collaborative Research Award, and Intel Labs Distinguished Collaborator Award.

Jo-Wei Chang is a master's student in Computer Science and Engineering at National Yang Ming Chiao Tung University. She began her engagement in Internet governance in 2024 through Local APIGA, where she was selected as one of the top-performing participants in Taiwan. This recognition led to her selection as a Fellow in international programs such as the Asia Pacific Internet Governance Academy (APIGA) and the 17th Asia Pacific Next Generation Camp (APNG). She continues to be actively involved in the international Internet governance community, having participated in events including ICANN 81 and IETF 122.

Kams Yeung is a Principal Network Architect at Akamai Technologies, the world’s largest CDN. Kams has responsibilities primarily covering peering, routed interconnections and capacity planning. Kams is a 20-year veteran of the Internet industry and an international network engineering, operations and data center professional. He has served as an infrastructure team member during APRICOT-APAN 2011. Before Akamai, Kams was Product Manager at Equinix, and Senior Manager, IP Engineering at Pacnet.

He’s a regular supporter of APRICOT, APNIC, APF, and other industry community events.

Mei-Ching Chen is the Section Chief of the Internet Communication Office at the National Communications Commission (NCC); her primary responsibilities include developing NCC's internet communication policies, revising regulations, cross-sector coordination, conducting industry and user behavior analysis, and facilitating international exchanges. This is achieved through a multi-stakeholder engagement approach and a consensus-based governance model.

Prior to her current position, Mei-Ching Chen served as the Section Chief of the Radio and Content Affairs Department at the NCC, where she participated in the review of international human rights conventions, ensuring the implementation of human rights protections. Additionally, Mei-Ching Chen has worked as a host and reporter at the Changhua Branch of National Education Radio, receiving recognition, including the Consumer Rights Reporting Award and the Quality Journalism Award, for her work on pesticides and topics pertaining to emotional support.

Nicole T. I Chan

ICANN ASO AC, Chairperson, Digital Trust Association in Taiwan

Nicole T. I. Chan is former Chairperson of National Communications Commission (NCC), Taiwan. She has been Board director of Dot Asia from Feb. 2019 until Feb. 2022 and Feb. 2013 until Feb. 2025, Vice Chair, ICANN ASO/AC (reappointed by APNIC and serving until Dec.2023), and current is ICANN ASO AC until 2026. Nicole is also the Chairperson, International Affairs Committee, TWNIC.

When she took the position as Minister of NCC, Nicole was responsible for planning the 5G , IoT and Cybersecurity regulatory framework and development of Taiwan, coordinating the National high level of Security Strategic Project, and also co-working with TWNIC, especially for the DNS and IP issues, for promoting and implementing the Internet Governance and multi-stakeholders model within Taiwan and connect to the APNIC,

ICANN, and other Internet International Organizations.

自1992年從事律師工作起,詹婷怡即致力並專長於智慧財產權法、網際網路與通訊法律與規範政策、科技法律、及數位匯流法律整備與政策規劃,並參與台灣電信自由化與數位匯流發展進程,是我國智慧財產法、網路與科技法律、電信通訊傳播法制等領域的先驅與產業發展策略專業,也是數位整備、創新創業 、匯流融合等領域策略專家。

在執業律師多年並於1997年出國攻讀碩士學位回國後,詹婷怡隨即投入台灣第一波電信自由化歷程,包括固網業務開放、號碼可攜業務與政策、海纜及衛星等業務、通訊產業政策、及無線通訊3G業務開放釋照規劃等,及我國早期網際網路及電子商務法制發展。

2001年起詹婷怡轉入產業界任職,先後歷任產官學研重要職務,包括資策會主任秘書、工研院董事等,特別是在2016~2019擔任國家通訊傳播委員會(NCC)主任委員期間,主導我國後匯流時代基礎建設與數位發展藍圖、包括5G與物聯網政策制定及網路治理與資安政策推動等。

此前於2001-2008年擔任資策會主任秘書期間,參與台灣資訊化社會、e化、電子商務及資通訊產業發展推動與發展工作,累積豐厚產業實務經驗與聯結。詹婷怡長期關注與投入科技、文創、影視、娛樂、藝術及地方創生產業及生態環境之發展,亦為我國台灣文創法制與投融資機制的主要制定者,在2008年至2010年擔任文建會文創產業專案辦公室主任與經濟部南港軟體育成中心主任期間,帶領新創產業團隊並促成加速器與媒合機制發展,同時負責規劃我國文創產業發展藍圖,包括文創基本法法規制定、國發基金與民間創投投資與銀行融資文創產業機制訂定、文創院規劃等配套,奠定台灣文創產業發展之基石,亦曾以監製與製片身分投入影視產業製作,擔任參與多部電影製作與資金籌措管理。

As the Head of Sustainability Strategy at TÜV Rheinland Taiwan, Sammy plays a key role in advancing sustainability initiatives through cross-sector collaboration. With over a decade of experience, she has focused on fostering meaningful partnerships and supporting the development of innovative, impact-driven projects.

Sammy has worked alongside global organizations such as RE100, the Global Wind Energy Council (GWEC), and BloombergNEF, as well as key stakeholders in Taiwan including Taipower, CPC Taiwan, Taiwan International Ports Corporation, Commonwealth Magazine, and Business Weekly. Her efforts are rooted in advocating for public-private cooperation to align industry and policy with ESG and sustainability goals.

Since 2015, Sammy has helped lead several flagship events, including the Global Offshore Wind Summit – Taiwan (GOWST), the Taiwan Renewable Procurement Summit, and the International SDGs Forum. These platforms have helped catalyze policy dialogue and industry action. Srinivas (Sunny) Chendi is APNIC's Senior Regional Advisor for Membership and Policy. Srinivas has a professional desire to collaborate with communities throughout Asia and the Pacific region. Srinivas has been fortunate to satisfy this appetite over his 22-year tenure at APNIC, where he has worked in a variety of roles and responsibilities. He is responsible for supporting the APNIC community in the development of Internet numbers resource policies, as well as increasing the levels of engagement and participation of the community that APNIC serves.

His essential skills include Internet technology, policy, and Internet governance, and he loves working with people from many cultures, as well as youth and next generation leaders.

Srinivas leads initiatives to strengthen the professional relationships and engagements with APNIC Members, NIRs, and with diverse community stakeholders, including the Internet and Telecom industry, academia, governments, and industry partners. Srinivas supports and contributes to key APNIC initiatives that advance the organization's vision and mission while also broadening its impact across the region, and is constantly on the lookout for opportunities to collaborate with the Asia Pacific community.

Dr. Ting-Yun Chi, having grown up as part of a generation nurtured by Taiwan's various internet organizations, has long been an active participant in internet communities. He currently serves as a board member of the ISOC Taipei Chapter and the Computer Society of the Republic of China (CSROC), and is the Chairman of the Taiwan Smart Technology Association (TSTA).

In recent years, his work has primarily focused on advocating for basic internet access rights in Taiwan and promoting AI education.

Kuo-Wei Wu holds a Master Degree in Computer Science from Columbia University, NYC, USA. A Master Degree in Mathematics from University of Cincinnati, Cincinnati, OH, USA. and a Bachelor Degree in Mathematics from Tunghai University, Taiwan. He worked for Cray Research, Inc. as a development engineer for Math. Library for series of Cray machines (Cray-1, Cray XMP, Cray YMP. Cray 2) from 1984 til 1990. In 1990, he back to Taiwan to set up the Center of National High-Perfomance Computing til 1998. He joined Yam Digital, Inc as the Senior VP from 1998 til 2003. In 1999, he was elected an Executive Council Member of APNIC til 2010. He also was appointed as PIR Board Member from 2009 till 2010. In 2010, He was selected by the ASO to be the ICANN Board Member til 2016. In 2016, he was appointed as Board Member for ChungHwa Telecom til 2019. During the IANA stewardship transition, from 2015 to 2016, he served in the IANA Stewardship Transition Coordination Group (ICG), as an appointee of the ICANN Board members. Kuo-Wei was the founder of Taiwan Internet Governance (TWIGF) since 2015 til now.

Mr. Yen-Chieh Wang joined the Data Communication Business Group (HiNet, AS3462) of Chunghwa Telecom in 2009 and is the MSG of TWNOG.

Over the past few years, he served as a Senior IP Network Operation Engineer, responsible for the maintenance of HiNet's international backbone network and the Taiwan Internet Exchange (TWIX). He has been consistently dedicated to the development of TWIX and the optimization of backbone network security, including issues such as RPKI, DDoS traffic mitigation, and route hijacking detection.

Mr. Wang possesses extensive experience in ISP backbone network maintenance and knowledge in IPv4 and IPv6 related fields, including peering negotiation, dual-stack network operation, and network security.

In recent years, he has focused on network architecture design and the application planning of emerging AI network technologies in ESG, and holds multiple AI and ESG certifications. He is delighted to share his experience and interests in IP network operations, promote community engagement, and jointly advance the development of the internet.

Yien Chyn Tan

Yien Chyn is currently a Stakeholder Engagement Director at ICANN. She engages with the community in the Asia Pacific (APAC) region and facilitates their participation in ICANN’s multistakeholder Internet governance discussions.

Yien Chyn joined ICANN in May 2016. Prior to her current role, she was with ICANN’s Contractual Compliance Team.

Yien Chyn graduated with an Honours Degree in Economics from the National University of Singapore, and is CCEP-I (Certified Compliance & Ethics Professional- International) certified.
