Trust in Every Click: Multi-Stakeholder Governance for a Trustworthy Internet Environment

本場次座談將著眼於台灣網路環境中日益嚴重的不實廣告、詐欺資訊及有害內容等問題，探討如何透過政府、業界、學界、民間團體及相關利害關係人的協同治理，整合政策制定、社群合作與公民參與，建立一套符合各利害關係人權益且具體可執之網路治理機制，以多方共治打造可信賴的網路環境。本場次將深入剖析問題根源，借鏡國內外成功案例，進而探討如何透過多方利害關係人治理機制以形成多方共識及執行機制，共同推動可信賴的網路環境，以朝向更安全、與受信任的方向發展。

This panel discussion will focus on the growing problems of scam advertisements, fraudulent information, and harmful content in Taiwan’s online environment. It will explore how collaboration among the government, industry, academia, civil society, and relevant stakeholders can integrate policy-making, community cooperation, and public participation to establish a governance mechanism that is both practical and beneficial for all parties involved.Through an in-depth analysis of the underlying issues, this discussion will draw lessons from successful international and Taiwan’s cases. The goal is to examine how multi-stakeholder governance can build consensus and execution mechanisms to foster a trustworthy and safer online environment.This panel discussion aims to facilitate cross-sector dialogue and cooperation to identify practical solutions for Taiwan’s Internet governance challenges. Through joint efforts, promoting “Trust in Every Click” a more trustworthy, transparent, and secure online environment.

Trust in Every Click: Actions and Challenges in Preventing DNS Abuse

隨著全球數位化高速進展，網域名稱濫用之情況亦日益氾濫，除網路犯罪數量節節攀升，也造成對網際網路關鍵基礎建設的安全威脅。網域名稱濫用防制近年來儼然已成為最重視的議題，ICANN、各國政府、域名管理相關單位等也持續研擬相對應措施，以預防或降低域名濫用事件。本場次邀請相關利害關係人，透過解決域名濫用的案例及樣態，提供域名濫用防制之現況，及.tw域名在防治域名濫用的作為。

With the rapid development of global digitalization, DNS abuse is becoming more and more rampant. In addition to the increasing number of cyber crimes, it also poses a security threat to the critical infrastructure of the Internet. In recent years, the prevention of DNS abuse has become the most important issue. ICANN, governments, registries, registrar, etc. have also continued to develop corresponding measures to prevent or reduce DNS abuse. This session invites relevant stakeholders to provide information on the current status of DNS abuse prevention and the efforts of .tw registry in preventing DNS abuse.

隨著雲端服務與內容傳遞網路（CDN）需求持續成長，台灣也在積極優化 Peering 策略，努力降低延遲、提升網路效能，並強化彼此間的合作關係。

本場次將帶領大家了解這些基礎建設如何支撐台灣網路的穩定運作與高效表現 。

The current status of peering operations and maintenance in Taiwan highlights a robust and evolving network interconnection ecosystem. Taiwan has established several key Internet Exchange Points (IXPs), such as TWIX and TPIX, facilitating local and international traffic exchange. The growing demand for data, driven by cloud services and content delivery networks, has led to efforts to optimize peering relationships, reduce latency, and improve performance.

Cybersecurity Landscape in Taiwan

本場次將由TWNIC分享目前台灣資安領域的最新統計資料，以及TWNIC在資安方面的重點工作，包括處理遭濫用的網域、釣魚網站防範以及蜜網（honeypot）監測成果。

除了回顧現況，TWNIC也將針對未來的資安趨勢與挑戰提出預測，並邀請來自台灣的資安夥伴共同分享他們的觀察與見解。

透過不同單位的經驗交流，本場次希望能勾勒出台灣資安的整體輪廓，促進網路社群在資安合作上的共識與行動。

Sharing from TWNIC on the current statistics, the work done by TWNIC in the cybersecurity arena (handling of abused domain, phishing and honeypot finding). •擴大網際網路交換中心（IXPs）的建置

•優化 Peering 合作協議

•推動 IPv6 與 RPKI 等新技術的導入

不過，未來也將面臨一些挑戰，例如法規面的複雜性，以及需要更多國際合作來因應跨境網路運作的需求。

台灣若要持續扮演亞太地重要網路樞紐的角色，這些挑戰的解決將至關重要。

The future development of peering will focus on enhancing network performance, scalability, and security as demand for high-speed internet and cloud services grows. Key priorities include expanding Internet Exchange Points (IXPs), optimizing peering agreements, and adopting advanced technologies like IPv6 and RPKI. However, challenges remain, such as regulatory complexities, and the need for more international collaboration. Overcoming these hurdles will be crucial for Taiwan to maintain its role as a key hub in the Asia-Pacific region.
